Hmmm your use of the term 'Death Empowered Weapons' draws a sharp degree of separation between the idea that his quirk is Weapon Creation and not Soul Manipulation. It implies that he creates weapons and Death simply makes them more powerful rather than actually manipulating the soul. On that note, I have yet to see anything that even hints at manipulation of the soul, more a twisted form of Sir Nighteyes quirk with weapons creation added on.

Otherwise the plot seems solid and well thought out. Good work.

While its nice to see the 'Soul Manipulation is Weapons Creation' explanation with All Might, it was all vague and never answered the question of HOW? Not to mention you seem to be sticking with bladed weapons...what about guns? You also used the Death entity to avoid an giving explanation again.

I also find the weapon handling books to be suspect and too convenient. I certainly don't know where you would find that in a public library anywhere near me.

Again there isn't enough to put me off reading this story as it is wonderful otherwise. Good world building if seemingly rushed character interaction.

Gonna be honest the Personification of Death visiting him every night bit is way too cringe worthy and so out there. I mean for that to be believable and an accepted explanation people would have to be able to prove it beyond the words of a child!

Not to mention you keep referring to Soul Manipulation but have not given any explanation beyond it creates weapons? Unless this is Bleach or a Shirou Emiya insert, I cannot see Soul Manipulation being a quirk as described. It honestly comes off as you trying to hard. It simply doesn't make any damn sense. Then the fact you reference he has a sensory ability too? I mean my real issue is it being stated that he manifests weapons then go two paragraphs and go...'oh but its really soul manipulation'. How would they even know to classify it as such?

I am going to give it the next few chapters because I can ignore those above issues easy enough, they are just so jarring and obvious that I could continue reading but not comment on it.

I know this is the first chapter...I plan to read this for the long haul so keep up the work. Despite what I have said your story is well written from what I have seen so far.
