I know this is probably years late, but Kisame or Deidara are literally the only characters on the list that could work for Strife. Kisame's - as much as I love him as an antagonist - is a monster that works well with the idea of Strife as a horseman. And if Deidara isn't a perfect symbol of violent unrest/total anarchy, then I have no idea who is.

You forget that the Council are complete A$$holes who set War up in the first place. So you made the Council Ooc, that was your first sin. Next you changed Narutos appearance while not a sin in and of itself you also made him a 6 foot tall Juggernaught which is unacceptable because now Naruto cannot return home, He would be executed on sight or at least interrogated (Read Tortured), To find out what happened, The changed seal would be noticed, (Im sorry but I sincerely doubt a Seal Made by DEATH! could be tampered with by anything but a divine being.) (Which the council are not Eldritch Abominations) And attempts would be made to correct it, and when All else fails They would just kill him And reseal the kyubbi into something else. Like every other Shinobi Village.

Honestly, just having Naruto go around killing stuff and being a Big Damn Hero in eternal pursuit of justice throughout all the realms of creation would still make a pretty good fic. Especially if he can learn to use ninjutsu, nin-taijutsu, and those awesome kenjutsu powers of the shinobi without using chakra (given how powerful War's magic is in terms of direct combat ability, that would be more potent for him, probably).

It doesn't really need much of a plot, it's a bout Naruto of all people being freaking War itself. Maybe he could go on a one-badass crusade throughout the Elemental Nations recruiting the other three riders and together they perform their duties of slaying the wicked.

Maybe the creatures of the Abyss decide to invade and become a new, extremely powerful, Fourth Kingdom that the new Riders must kick the shit out of. Which they do in epically badass, "haha you pissed off the wrong name-takers" kind of way. You'd have a kinda-plot, sufficient action and super-OP monsters having their heads torn off to sate your readers. It'd also give you free-reign to show off the full power of the Four Horsemen when they're set loose on fools.

I'm surprised, I'd have thought that Naruto would become Death both due to being basically a living engine of mass destruction and because, as the first of the new riders, wouldn't it make sense for the first to be Death. Like with the originals? Still, all of them are awesome!
