After going through my story to get the powers I had earlier on, I see that my first ten chapters are absolutely awful. Like dog ass terrible. Ew.
This is a comprehensive list of power levels. This list will first cover canon power levels of Dragon Ball Z, including ones that are speculative and will be different from some stated powers due to conflicts with other statements/feats.
After covering Canon Z (As well as a few select movies), I will cover GT because it's pretty easy. After GT, I will do two separate scalings of Dragon Ball Super, one based off the only stated power level (which is an admitted joke) and one based on the absolute lowest Super's power levels can be.
Finally, I will be placing all the power levels of THIS STORY at the very end. The reason for ordering it this way is because much of the power levels in this story reference the powers that will be stated already, so it sets precedent.
Explanations will be given for certain powers, but since most if not all powers have already been explained, please seek out the chapters where I explained those powers before commenting. Summarizing here will be brief.

Piccolo – 150 Million – Stated to have trained to the power of 'a Super Saiyan'. Easiest scale is to Goku's first transformation since Piccolo is showcased still weaker than all three Super Saiyans.
Tien – 3.5 Million – Humans are always shown to either be directly equal to base Saiyans this time forward OR just barely behind. Post Cell Saga, in Bojack Unbound, Tien matches and even almost beats base Trunks, so he scales to Trunks' base all through the saga, with Yamcha and Krillin just behind him.
Yamcha – 3 Million

Android 20 – 100 Million
Android 19 – 100 Million – Slightly arbitrary, but both are shown to be far inferior to Piccolo's 150 million (Since they start at the same power). They can drain to get stronger, but Gero doesn't verge on 150 while 19 doesn't close the distance to 200.
Android 18 – 250 Million
Android 17 – 300 Million – Both 17 and 18 are scaled back from power showings and the stated power of Perfect Cell. 16 is also part of that scaling.
Cell Saga:
Piccolo – 300 Million – Scales directly to 17.
Imperfect Cell Introduction – Less than 300 Million, more than Trunks' 175.
Android 17 – 300 Million
Imperfect Cell post feeding – 350 Million – Perfect Cell's power is the combination of Cell's, 17's, and 18's power for a total of 900 Million. Since 17 is stated significantly stronger than 18, and Cell is SHOWN significantly stronger than 17 and Piccolo, this implies 17 as the median power level (300) while Cell is an unspecified amount stronger, while 18 is an unspecified amount weaker. It's easiest way is to use a power difference of 50 Million between each level.
Android 16 – 350 Million – Scales to Imperfect Cell
Semi Perfect Cell – 650 Million – Imperfect plus 17.
Vegeta – 12.8 Million
Vegeta Super Saiyan – 640 Million
Vegeta Ascended/Grade 2 – 800 Million – Vegeta openly laughs at Goku's implication that he would need to TRIPLE his pre-time chamber power in order to even fight semi perfect cell. Since the easiest way to scale is in multiples, anything more than quadruple his original power would be too much. He's capable of injuring Perfect Cell, so being closer to Perfect from Semi fits with just how easily Semi perfect was man handled. Also, Ascended form is best scaled as 1.25x Super Saiyan. Vegeta's Super Saiyan and base powers are scaled back from his final power for 4x his pre chamber power.
Trunks – 12.8 Million
Trunks Super Saiyan – 640 Million
Trunks Ascended/Grade 2 – 800 Million
Trunks Ultra/Grade 3 – 960 Million – Stated stronger than Cell, but Cell uses his own Ultra form against Super Saiyan 2 Gohan. Gohan shows Super Saiyan 2 is far stronger than Ultra even in just raw power on top of speed. Easiest scaling is assuming Ultra is 1.5x Super Saiyan's power.
Perfect Cell – 900 Million – Stated in data books.
Cell Games and Movies:
Perfect Cell – 900 Million
Perfect Cell Ultra – 1.35 Billion – 1.5x his power.
Super Perfect Cell – 1.8 Billion – Powers up based on the Super Saiyan 2 multiplier, which is 2x Super Saiyan.
Base Goku/Gohan – 18 Million
Goku Mastered/Grade 4 – 900 Million – Power is indistinguishable from Cell's except by Goku himself and Korin, both of which needed second opinions with each other and were not certain.
Gohan Mastered/Grade 4 – 900 Million – Stated equal to Goku.
Gohan Super Saiyan 2 – 1.8 Billion
Base Vegeta/Trunks – 14.4 Million
Vegeta/Trunks Super Saiyan – 720 Million
Vegeta/Trunks Ascended/Grade 3 – 900 Million – Trunks and Vegeta both still use Ascended Form in the Cell Games and movies for this period. Both went into the Time Chamber and, based on the movies, appear to be in the same realm of raw power as Goku, but are slower due to relying on forms that reduce speed. Backed by only Gohan keeping track of Goku and Cell's movements during Goku vs Cell's fight.
Piccolo – 600 Million – Piccolo also undergoes a Time Chamber run. Cell's statements during the tournament about the Saiyans and Piccolo confirm he's not on their level, so the easiest scaling for Piccolo is doubling his power. Goku admits he had a significant power boost from the Chamber, so doubling it works with all statements.
Tien – 14.4 Million – Scales to Bojack Unbound Base Trunks
Yamcha – 13 Million
Krillin – 13 Million – Always a step behind Tien in this time period.
Cell Jr's – 720 Million – Stated that ONLY Trunks and Vegeta could defeat them in one on one combat, but they were capable of outpacing Vegeta's and Trunks' Ascended forms through better speed. They scale to Vegeta and Trunks' regular Super Saiyan forms.
Broly – 1.4 Million
Broly Super Saiyan – 70 Million
Broly Legendary – 1.4 Billion – Stated to be Broly's power when he FIRST enters the Legendary form within the movie. Based on Dragon Ball Super as well as DBS Broly, I've scaled Legendary to a 1000x multiplier from base form. Broly's power continues to rise, similar to DBS Broly's. It's possible Original Broly was verging on Full Powered Super Saiyan but was cut off by being defeated.
Broly End of Movie – 3.24 Billion – Goku required all five character's powers to defeat Broly. Since Piccolo is the weakest one, but we know his power was necessary, it's easiest to scale Broly to the total powers of just the four opposing Saiyans Super Saiyan forms.
Goku with all but Vegeta's power – 3.12 Billion
Goku with everyone's power – 3.84 Billion
Hatchiyak – 3.24 Billion – Stated equal to Broly

Gohan SS2 – 1.8 Billion – Stated to not have gotten stronger and his fighting skills dulled.

Goku SS2 – 2.7 Billion – Goku's Super Saiyan is stated to have a Killi level of 3000. Dabura, who SS2 Gohan scales to, states that a power of 4000 Killi isn't enough to defeat him, mostly in boast as Babidi was not sure. Since Goku and Vegeta are both stated much stronger than Gohan, and their SS2 powers would equal 6000 killi, the lowest end of scale is the most accurate. This scales Gohan and Dabura to 4000 Killi, which makes Goku and Vegeta each 1.5x stronger than Gohan. This fits since Goku's most hopeful estimate for how strong Gohan should be after training seven years was to be 2x as strong and Goku wanted to fight that, but was disappointed when he found Gohan was the same. This scaling maximizes Goku's power which fits other statements best.
Vegeta – 27 Million
Vegeta Evil Prince – 2.7 Billion – Equal to SS2 Goku.
Yakon – 360 Million – Stated at 800 Killi, which is one fifth where we're scaling Gohan.
Supreme Kai "Shin" – Less than 360 Million – Openly fears Yakon and wants to engage him as a group. Must be weaker.
Dabura – 1.8 Billion – Scales to SS2 Gohan. Is comparable to Super Perfect Cell.
Fat Buu – 10 Billion – Scales down from Super Saiyan 3 Goku. We know he's weaker than SS3 Goku and Kid Buu, but in both cases he's strong enough to wrestle control away in those fights.
Buu Saga Proper:
Goku SS2 – 2.7 Billion

Gohan post Z Sword – 100 or 120 Million – Base form capable of one hitting Final Form Frieza in non canon media.

Gohan Ultimate Form – 200 or 240 Billion – Based on scaling it's multiplier from DB Super. However, many of the characters do not receive fights to accurately scale where they land after this, so it is not viable to try and scale them.
Final Form Frieza – 10 Billion
Perfect Cell – 10 Billion – Both stated to have trained and become the strongest within Hell, which scales them to General Rildo, and thus Majin Buu. Goku defeats both in his base form EASILY.

Universe 7 Saiyans SS/Android 18 – 20 Quintillion – 18 demonstrates herself as far stronger than a fighter who uses gravity manipulation to weigh down Goku's base. The vast majority of DB characters scale fairly linearly based on their base traits (Strength, speed, etc). A higher power level yields a stronger trait. The Androids fit within this. Not only does she weigh less (Meaning by a gravity formula, she'd need to be a higher power level to lift the same as Goku) and she still managed to manhandle someone Goku couldn't budge. This is a ball park answer for her.

Goku was losing out due to being tired and nothing more, so that makes both of them only half as strong as him at base. (Kale's special form is no different from her simply learning regular Super Saiyan. She doesn't display raw power that puts her above Caulifla) Cabba scales to Caulifla as well.

Legendary Kale – 200 Quintillion – Defeated Blue Goku, BUT Goku states later on that he was holding back and withholding the majority of his energy. Kefla SS – 2 Sextillion – Exclusive to the manga and fought Ultimate Gohan. Due to inexperience, she lost.

Kefla "Mastered" Legendary – 40 Sextillion – Exclusive to the anime. Was powerful enough to overwhelm 20x Kaioken Goku and required a failing half ultra instinct to defeat.

God of Destruction Toppo – 20 Sextillion – Scales to Vegeta Blue Evolution.
Goku Omen Saiyan (Half Ultra Instinct) – 100 Sextillion
Goku Mastered Ultra Instinct – 200 Sextillion – This is following a scalings done putting Ultra Instinct 10x stronger than x20 Kaioken Goku. While I can't exactly explain that much better without just citing the blogs (Which is against this sites rules) I can't go much more past that. However, characters compared to Beerus include: Jiren, MUI Goku, Broly, Vegito Blue, Gogeta Blue, and Fused Zamasu, which is very fitting that, despite using radically different multipliers across them, they all end up at the same power.

Vegeta starts outfighting him early, but once Broly learns to use his power, Vegeta needs SS to counter him. Broly might be slightly stronger, but it's too arbitrary at that point.
Goku SSG/Vegeta SSG/Broly Wrath – 200 Quintillion – Goku was able to use telekinesis to contain Broly, and Broly was able to reverse it and do the exact same to Goku. Since both were capable of doing the same thing to one another, they scale to one another. Keep in mind, Broly's power is constantly slowly growing between forms. The Wrath state is 10x base based on the Ozaru transformation, which scales SSG as 10x SS.
Goku SSB/Vegeta SSB/Golden Frieza/Broly SS – 1 Sextillion – Broly, upon initially transforming to Super Saiyan, fires rapidly ki blasts that Goku is capable of deflecting and blocking/tanking, which backs SSB Goku being equal with plain SS Broly. This also tracks with the original manga statements for universe 6 vs 7 since Vegeta's SSB was weakened to just under of his power, which Goku then matches with just his regular God form. This established Blue as 2500x base form, 5x stronger than SSG, and the Broly movie reaffirms this.
Broly Wrath SS – 10 Sextillion – Max power without tapping into Legendary. Broly's power slowly raises to this while beating both Goku and Vegeta, then fighting Frieza for 1 hour. He doesn't fully achieve this power until he's already fighting SS Gogeta. (Broly's power tinges Green and officially turns Legendary DURING the Gogeta fight, btw)
