A/N: A drabble I wrote a while back. Partly inspired by Hima's comment of how he drew the 2ps as if they ran an evil organization.

If explaining countries' existences was difficult then explaining 2p personifications were even harder. 2p personifications come from their respective nations. You might consider them brothers. While personifications represent the government and their people, 2p personifications rather represent the lesser good of society. The criminals, the people who are too lazy to follow by the rules. Or ones that think they rise above the laws. And sometimes, they represented that were too desperate to play by the rules.

Think of 2p personifications and nation personifications as two sides of a coin. There are two sides but only one coin.

Essentially, you can consider 2p personifications as the darker side of nation personifications. They're both the same person, but each represent one side of the coin.

2p personifications' job is to naturally oppose the law. They often believe the nations as being evil and even consider themselves as good.

They are spiteful of their lawful side and their desire is to hurt their government side.

Indeed both sides are destined to clash with each other. You cannot both agree and contradict at the same time. This is how it must be and this is how it must go on. For every law that is made there is loopholes that follow after it.

However, it's unwise to say that one is good and that the other is bad. For there have been unjust governments who use their powers against the people unfairly. There has also been just governments and still there are people who go against the laws. so never say one is just and the other is not.

But there is one rule to this dangerous game. A nation cannot capture a 2p to try and control crime nor can a 2p do likewise.

A 2p is a free spirit and though criminals may be thrown in jail, that does not stop the fact that crime is inevitable wherever you go.

Otherwise you can do whatever you want in this twisted game of cops and robbers. As long as in the end, the 2p is left free and a nation is still standing.
