Chapter 11 - The Magic Council

Madara looked towards the ones who made those comments; surprisingly, they were all kids. And one of them…was completely indecent. Surprised at the clothe-less boy, Madara glared right at him.

"You should not speak before you learn how to dress," he casually mentioned, causing the raven-haired boy to look down at his own predicament.

"Ahh my clothes!" He realized, frantically grabbing anything to cover himself.

Sigh…

Again, Madara turned to leave, ignoring the calls for his attention.

Again, his exit was blocked.

Madara looked down to see a white-haired girl in a pony-tail dressed in a very short top and legwear. Saying nothing, Madara simply walked around her and reached for the door knob.

"Hey!" She shouted, running back in front of him. "You can't just ignore me!"

"Hnn. What do you want, girl?" he questioned, a hint of impatience in his voice.

"You're pretty strong! To be able to handle Natsu like that!" Oh? So the pink-haired boy's name is Natsu…summer.

"He was weak," Madara replied.

A sly smirk crept up on the girls features. "Well how about you and I go-"

"No."

"But you didn't even know what I was going to say!

"That does not change my answer."

"Arruugh. Fine!" she spat, before angrily stomping back towards a table of kids with the same colour hair.

Siblings?

Giving one last look to the guild behind him, he left through the front door, alone with all but his thoughts to keep himself company.

'I shall return tomorrow.' he decided, walking to the center of the city to find an inn to spend the night.


Opening his eyes, Madara looked towards the window at the sight of a rising sun. He patiently waited an entire day just to speak with Makarov Dreyer - Wizard Saint and Guildmaster of Fairy Tail. Whatever festival or celebration that caused them to act like Hashirama used to was certainly over.

There shouldn't be any more interruptions.

As he left the lodge, he noticed that there were surprisingly little people around. Back in Konoha, many shinobi would have already been on patrol even before dawn; here, especially at this time, there were no indication of anyone being awake.

Again, he thought about the situations in this new world. From what he could gather, the country was in relatively peaceful times. Which meant that there would be no need for early or night patrols in every city.

I wonder how the acting government would deal with criminals.

Now, regardless of what the guild filled with undisciplined civilians were planning to do, he hoped the master himself would be capable of at least a shred of professionalism.

It didn't matter, even if the master was indeed a rambunctious individual, he would simply find out some other way.


Madara didn't even bother eating breakfast before making his way to the guild. The reincarnated Shinobi had used a ration pill, similarly to the times back in his old world. Old habits… I suppose.

Of course, Madara was in no rush, but that didn't mean he was a man that meandered either. It was pointless to move towards the guild at full speed, so he simply made his way back with a leisurely stroll, taking in the layout of the city while he did so.

Smiths shop… That was certainly an errand for the near future. He was more than capable of unarmed combat, no doubt of that. However, there was just something about having his preferred weapons in his hands.

Slowly, the former Uchiha made his way back to the guild hall, and with a gentle push, he entered.

What… is this?!

Expecting a normal center for community, Madara was just barely able to hide his dissatisfaction from the scene in front of him.

Tables were turned, chairs were flipped, dozens of men and women were on the ground. It looked as if a grudge battle occurred under this very roof when he was away. The Shinobi looked around, memorizing certain faces, all while looking for the master. Thankfully, he isn't here.

Madara narrowed his eyes. If the master was unconscious, that meant he would not be able to speak with him. If he was unable to speak to him, that means he came to the hall for nothing. If he came to the hall for nothing, that means he wasted his time… he hated wasting time.

"Master Makarov." Madara called out, hiding his growing impatience as his voice resounded throughout the building.

*Shuffle* Oh?

"Ehhh… dida somewun say ma name?"

"…"

Madara had half a mind to burn this entire hall to the ground. Not even Naruto, the greatest thorn in his side from his previous life, was able to annoy him to this point. Stupidity… far worse than 'those' two. Of course, the former shinobi wasn't ready to look for an alternative just yet. Grabbing a bucket of water from his requip space, the black-haired man splashed it all over the semi-delirious master, causing him to jump up in shock.

"Ahh! Bleh! *Choke* Okay I'm up!" After coughing a couple times, the height-challenged master walked up to Madara, his hands crossed behind his back as if nothing happened at all, causing him to sigh. "So, you wanted to talk to me?"

Madara glanced around at the… catastrophe that has occurred outside of his knowledge. "Yes, there was a few questions that I was hoping you could answer." The master, who did not seem hangover at the slightest, began stroking his mustache in thought.

"Alright, let's speak in my office," the master jumped over the counter, rummaging through what seemed to be piles upon piles of junk, "hold on a sec…" to Madara's irk, the elderly man came out with yet another bottle of alcohol, before walking towards an empty hallway, "ahh, okay follow me."

True, there were times he had exchanged sake with Hashirama, but never would he ever imagine any individual capable of consuming them in such great amounts. It truly is a different world.


As the two men sat down, the master was able to chug half the bottle before even taking a breath. The set of furniture… how fitting. Madara was more than amused to see what would appear to be a children's set of chair and tables. Considering the master's own stature, it was more than appropriate.

"Okay, it's early in the morning, and I'm sober," Madara raised an eyebrow at his statement, "What sort of questions do you have for me?"

"I'll be straight to the point…" Madara crossed his arms, not bothering to make small talk, "how did you become a Wizard Saint?"

"Hm…" The entire demeanor of the master hardened, his eyes seemingly distant from being lost in thought. It would be nearly a minute before he even answered. "I'm afraid you won't like my answer much," a low chuckle escaped his throat, "one day I was minding my own business, and the next… I received a letter from the council inviting me to become one!"

"…" Waste. Of. Time.

Madara didn't bother waiting for the master to continue, he simply stood up and made for the door.

"Eh… relax will ya?" The old man began, crossing his legs on his table, "why do you want to know anyway?"

The former shinobi stopped, turning towards the master with rehearsed expression. "A childhood goal." If the master caught his lie, then the old man certainly didn't show it. After a few moments of silence, Madara made to leave again, but not before the master calling after him one last time.

"I don't know much about the specifics, but if you want to become one, you have to be both strong and well known…" Strong, and well known… I see.

"Thank you." With that, the black-haired man left, leaving the master alone with his thoughts.

"Geez, someone so young should really learn to lighten up…"


While he didn't get all the answers he was looking for, his search and patience wasn't completely fruitless. Of course, one could argue against that, what the master said was barely more than confirming his own suspicions. He already knew the title of wizard saint were held by powerful wizards that were 'sponsored' by the Magic Council. If he wanted more details, the specifics, then he would likely go to the council itself. Era…

As the black-haired man walked out into the guild, he was stopped, again, by the denizens of this particular establishment.

"Hey! I don't think I've seen you before… are you new?" Madara took in the appearance of the man. I didn't see him while I was here yesterday… He was larger than all of the others by a sizable margin, not only that, but he was strong. Frighteningly so if the magical pressure exerted subconsciously by him was of any indication.

Madara could barely suppress a smile from the thought of a worthy dance partner. "I am not part of your guild, I am simply… a visitor." With that, the Grimoire Heart mage brushed past the larger man, leaving him to scratch his head in confusion.

"Who was that guy?"


While he didn't gain as much as he had hoped from the guild… he had to admit, Magnolia was a good of any place to set up a temporary base. Library, smith, magic shop, and with the jewels he had, he would save a lot of time from not making the things he needed from scratch.

However, that could come later, as now, he had to prioritize his mission. Meaning, he would have to take a trip to Era.

Now, flying to Era would have been the easiest method, but the idea of gaining fame, or infamy, that wasn't on his terms didn't sit right with him. Perhaps I could pass myself as a Wind Mage. After all, he had heard that it wasn't particularly difficult for wind mages to achieve flight. Such a simple lie would wave off unwanted questions if his method of flight was recognized as lost magic.

Hmm… then again, from what I gathered in this place, the scarcity of information wasn't as big of an issue as the Elemental Nations. Despite that, it never hurt to be careful.

At the very least, he would trek normally until Magnolia was out of sight, then he would fly while hiding himself from sight with his magic. He would then land when he was near, and walk the rest of the way. Even IF the land was more lax, the headquarters of what was considered a continental government would more than likely have methods of detection.


The journey itself didn't take as long as he had thought. For a regular man, it would have taken days by the poorly-kept road; for him, a distance of hundreds of kilometers was easily traversed within a few hours - and the majority of that was when he was on foot.

Regardless, he now found himself in a relatively large city, roughly the size of Magnolia… but built more like a fortress. True to that statement, the majority of the city was surrounded by low walls, where the center had a massive rocky mountain holding a large building. That must be their headquarters.

With haste, the former shinobi carried on.


As Madara took in the sights of what he believed to be Era, he noticed a rather peculiar sight. What seemed to resemble bipedal frogs were moving to and from the gate towards the mountain. From his first instinct, he believed they were summons. Of course, he would be a fool to assume that, as even if they were summons, they would not be walking as if they were citizens.

Which meant that, those frog-like creatures had to be native to the land, likely having coexisted with humans for some time. Regardless, satisfying my curiousity can come after business.

Approaching the gate, Madara came face to face with yet another one of the amphibious folk.

"What's your reasons for coming today?" I wonder if they'll let anyone in.

Madara remained stoic. "Visiting." The frog narrowed its eyes from his answer, before taking out a weird device.

"I see… for safety precautions, you will have to wear this," Madara studied the small strap. Seeing the black-haired man's suspicion, the frog dutifully explained, "magic suppressants, it's required for anyone not affiliated with the council." I suppose that's fair… I wonder however, would a wizard saint be able to march in without them?

Despite willingly allowing the suppression of his magic, he was still confident that he was capable of escaping. From what he felt from the strap, it prevented any outward use of magic; meaning, he would not be able to cast any spells. However, inward usage of magic, such as boosting his physical capabilities, perhaps even flying, would likely be possible.

After being allowed in, he was given a visitor's pass to indicate the reason for his visit. Of course, the first thing he did after getting through is to tug at the strap, only to find that it did not bulge. It likely has some sort of seal preventing its removal through force. If anything, it resembled the chakra seals that they would put on prisoners to prevent them from fighting back. These weren't as thorough, but for most, if not all mages, it would do the job.

Now, to the headquarters.


While he could have simply jumped towards the top, Madara took his time walking up the winding path leading to multiple flights of stairs. Considering visitors were allowed, it was likely parts of the headquarters itself were commonly open to the public. Of course, there would no doubt be restricted areas that only council personnel could use.

No matter, he only needed to find out the requirements of becoming a wizard saint. Thinking back, Ultear was tasked by Hades to infiltrate the council. Which meant she would have to do something similar to succeed in that task.

As he reached the building, he walked in and noticed a few dozen people, most having the same straps he had. Truthfully, he was thankful for that, as now he had easy means of identifying who was with the council. In the corners of the building, he noticed men in peculiar robes remaining as still as statues, all while wielding various weapons. This must have been their armed forces. He took notice of the Ankh symbol that could be found on their uniforms, as well as the different colours on their designs. Different squads perhaps?

"Welcome to the Magic Council, we hope you enjoy your visit!" Madara looked towards the voice, and to his shock, it was… Ultear. Hnn, it seemed Hades had her start off as a door greeter. Fitting, she could easily eavesdrop on certain conversations from passerbys. Perhaps… there is hope for her yet.

Of course, it would be foolish of him to do anything that could jeopardize her mission. It would be best if they did not… interact.

Now, how would he procure the knowledge required to become a wizard saint? He doubted that any of the frog personnel knew the answer, as they were like front-line workers… mere labourers likely. What of the security? Perhaps whoever managed the soldiers guarding the base would know.

Looking around, Madara's landed on a certain man wearing glasses; he appeared to have a different uniform than the rest of the soldiers. He looked between the symbols on their shoulders, and compared to the guard, his were more ornament… indicating rank.

"Guards leader, I would like to speak to you." Madara called out before he reached the man, as he did not want to sneak up until the last second. That in itself could have been a red flag. For now, he had to play the part of a civilian, all while suppressing any part of his magic that would have been sensed through the strap.

"I am on duty, make it quick."

"I understand you are busy, but I just have one question that I believe the other… personnel would be unable to answer," the man narrowed his eyes, his patient noticeable waning, he had to word this properly, "Why do the wizard saints exist?"

The man stopped, not expecting his question. It would be a few seconds before he answered.

"…They're mainly to act as a deterrent to dark guilds." That's not it is it? Of course Madara had his own suspicions of other reasons. Regardless, from what he seen already, he was confident he would be able to piece the information together. Sponsored wizards, deterrents, and likely to keep powerful wizards tied to the council. He did not expect full details right off the bat, that's for sure. However, he now had a direction.

"Thank you." The man adjusted his glasses, causing a shine through the lens, before nodding and continuing on with his business.

With that, Madara spared one more glance to Ultear, who caught his gaze, giving a wink. The former shinobi simply turned back towards the entrance expressionlessly, leaving the base.

Now, I have a plan.

If Ultear was chosen for the infiltration, then he would have to step into the limelight with another persona. Dark guilds… that's where he will make his first move.

Okay, it's been a million years since I updated this story, hopefully next update wouldn't be in a year. Have y'all read The Sage of Tail Fairy? If not, do it now!

Then he's going to make all the girls cry with his OH SO TRAGIC backstory then crush blush everyone into a harem AND he has his 'sun kissed blonde hair' with deep blue cerulean ocean navy sky and everything in that spectrum eyes. Great, because of you, now everyone following this story will have to read a shitty NarutoxHarem where every girl exists just warm his dick and show how wise he is after the war. Oh yeah, he will have the Rinnegan and he's a dragon slayer too.
