Disclaimer: I Do Not Own Avengers

Q: Guest: The laws don't work the same when a civilian like Hulk can level a city or someone like Wanda can enter someone's mind. They aren't regular civilians, and there have to be more strict laws against them. See it from a third perspective. Do you feel safe when someone can turn into the Hulk by something as common as witnessing a car accident or something similar? The Raft was extreme, but it is a fact that people with abilities require a different approach than the rest, because of the power they hold.

A: You can't let fear rule how you live. Hulk and Wanda might have powers that are dangerous, but they are still Human, and they deserve the same rights as anyone else. I'm 100% positive I would be out of my mind scared if the Hulk was rampaging through my city; however, he would still deserve a trial. Giving any Government the power to detain someone indefinitely without trial is asking for trouble. What if the Hulk had been on a rampage because he was almost killed? Say by General Ross, who was taking another shot at acquiring Banner. Without a trail, the General's involvement might never come to light. Banner would have been acting in self-defense, yet he would have been arrested despite the fact that it was really General Ross who was responsible for whatever damage or injury the Hulk caused.

You asked me to see it from a third perspective? If I would feel safe in a world with someone like the Hulk in it? We live in a world with nuclear weapons capable of far more destruction than the Hulk. I'd feel as safe there as I do her.

But I would like to ask you, and anyone else who agrees with the Accords to try and see it from another perspective. Imagine you are the enhanced individual being asked to sign away your fundamental Human rights. Would you do it?

Chapter 4:

The problem with the Avengers was that they were too nice. Even after only spending a few weeks with them, helping clean up Novi Grad, it was clear to me. They all wanted to be heroes. Wanted to save people.

It was admirable.

However, it wasn't a feasible way of life. Not on Earth. Not in the MCU. People were ungrateful; governments were afraid and greedy. The Avengers wanted to save the world, but the world didn't want to just be saved. It wanted to be saved for free and without collateral damage.

Ridiculous. I thought, walking behind the Big Three of the Avengers. Thor, Captain America, and Iron Man. The three of them were discussing my ability to pick up Mjolnir. Captain Rogers was really selling his inability to lift the hammer. I knew better, and I'm sure Thor did too. There was no partial 'worthiness'; Steve Rogers could lift Mjolnir but had made a conscious decision not to.

"It's not like a person, lifting the hammer," Stark said, and wow did that sting.

Captain Rogers nodded in agreement. "Right! Different rules for us."

"Nice guy, artificial."

"If he can wield the hammer," Thor said. "He can keep the Mind Stone. It's safe with the Vision. And in these days safe is in short supply."

The god of thunder looked back at me. His words were kind, but they were false. The Mind Stone wasn't safe with me. Thanos had taken the Stone with ease when he arrived on Earth. He picked it right out of my forehead despite the fact that my body was made of Vibranium.

"What about the others?" I asked. "The Tesseract is on Asgard, but what of the other four Stones? Do you have any idea where they are?"

"The Reality Stone is safe with a man known as the Collector," Thor answered. "The others I cannot be certain."

I could. I knew where all six of the Infinity Stones were. The Power Stone was on Xandar. The Reality Stone was on Knowhere. The Soul Stone was on Vormir. And the Time Stone was in New York. I wanted to tell the team where they were, and that Thanos was after them to wipe out half of every living being in the universe, but I couldn't.

Not yet.

In a few weeks, after I had time to 'study' the Mind Stone, I was going to announce the Stone had started to give me glimpses. Or no pun intended visions, of the other Stones. Lie about how the six Stones were connected and how I could feel them. Maybe even pretend it gave insight on its past wielders. That would be an excellent way to explain my knowledge of Thanos' plan.

"You think you can find out what's coming?" Captain Rogers was asking Thor.

"I do," Thor answered. He tapped Stark on the chest as he walked out the door. "Beside's this one; there's nothing that can't be explained."

I hung back as the three of them stood on the lawn. Thor lifted his hammer above his head, and the Bifrost came down from the heavens. Scorching the Earth and pulling Thor through the Nine Realms. It was beautiful to see in real life—a rainbow bridge through space. I shook my head as I drifted back into the facility. This was the universe I was living in now.

As Cap and Tony had their heart to heart, I floated into the hangar where the rest of the new Avengers were gathered. Like Cap said, we weren't the '27 Yankees, but we weren't looking shabby either.

In my mind, I was placing Rhodey and Falcon in Iron Man and Hawkeyes' empty positions. Wanda was a big hitter who could fill Thor's shoes given time. And then there was Pietro and me. I was obviously the new Hulk, so that made Pietro the seventh Avenger.

The others noticed me coming through the wall. Rhodey looked weirded out, as did Sam. They hadn't seen my powers yet, so it was understandable. Pietro seemed annoyed at my mere presence, but Wanda smiled. I returned the gesture, floating across the hangar towards her.

We had connected, her and I. Flying around Novi Grad, laying waste to Ultron's drones, had bonded us through trial by fire.

"You looked different," I said. Somewhat lamely, I realized too late.

Wanda laughed almost musically. "Stark had this made. It's a little tight."

I blinked as she reached up to adjust the top of her corset. It was tight. She looked good, though. I opened my mouth to say as much when Pietro's heavy accent filled the hangar, "Eyes to yourself," he said.

Wanda rolled her eyes, speaking to him in their native dialect. After a brief conversation, Pietro huffed before walking away.

"Are you really keeping Ultron's body in your room?" She asked me after a silent moment passed.

"I am," I answered; it was part of my grand plan to save the universe. "I would like to study the Vibranium. Mr. Stark has agreed it's safer to pick Ultron apart than my own body."

"I should hope so." Wanda scowled.

She still seemed to have hate for Stark. I couldn't say it was surprising. Tony had designed the bomb that killed her parents. Even if the bomb was sold under the table by Obidiah, or if it was a legal sale, it would take time for Wanda to move past history.

Once she got to know him, she'd see—her and Pietro. Tony Stark was a good person. Misguided? Sometimes, but we all make mistakes.

The doors on the second floor slid open. I looked up with the rest of the new team as Captain America and Black Widow walked to the edge of the balcony, looking down at us.

I leaned over, knocking Wanda with my shoulder.

Captain America glanced at each of us individually before he nodded. "Avengers!"

Everyone stood taller, even me, as the Captain addressed us.

"You're stepping into some big shoes." Captain America announced. "Ultron might be gone, but that doesn't mean our mission is over. The world still needs the Avengers. Some of you are new, others we've worked with before."

I stood and listened as the Captain gave an inspiring speech about how we might not be a team, but we would be. The Avengers had turned a page, and we were its future. It was a moving speech. Inspiring, uplifting, all the things I had expected from Steve Rogers after watching the movies.

"Let's get to work, Avengers!" Natasha ordered, stepping up next to Cap. "World isn't going to save itself."

I couldn't help the spine tingly giddy feeling that crawled up my spine.

I was officially an Avenger.

Chapter 5:

Being an Avenger wasn't what I expected to be.

The weeks after Thor and Tony left were...I don't want to say boring...but they weren't as action-packed as I had expected. That was a good thing. Action meant crisis, and a crisis meant that people were in danger. So as long as we were running drills at the compound, and slogging through paperwork, the world wasn't at peace, but it wasn't in immediate danger either.

I also had time to work on my plan.

In my room in the facility, I had the door shut and was bent over my desk. If anyone barged in, they would have seen me, tweezers in hand building a miniature city. Not even a city, it was more of a town—just a few buildings, some paved roads, but not near large enough to need a car.

This was a failsafe, in case I failed to stop the Civil War. I couldn't in good conscious sign the Accords. Not as the United Nations has written them. If push came to shove and I had to flee the United States, I would the Pym Particles I and supersize my model town. It had everything I and any of my fellow rogue Avengers would need.

Still, it was just a failsafe. Plan A hadn't changed. If I could turn the Accords into something less unconstitutional, I would, but it was better to be prepared for the storm that never comes then be unprepared and lose everything.

I set down my tweezers and closed the glass dome over my little town. There was still around a year until Civil War kicked off, so I would keep remodeling until then. For now, there was another project I had to focus on.

Closing my eyes, I slipped seamlessly into the internet. It was something I had been doing more and more lately when I was alone. It was a good thing Stark hadn't told the government that I had 24/7 unhindered access to the internet. They'd be rolling tanks up the facility if they knew.

Surfing through the net, I followed a trail I had become quite familiar with. In seconds, I was inside Wakanda's systems. Even advanced teach made from Vibranium couldn't stop the Mind Stone.

I was looking for information on the Heart-Shaped Herb. I had been for weeks, moving slowly through Terabytes of data. While Wakandan tech couldn't stop me from entering, I didn't want them noticing my snooping around in the system, so I had to move slow.

It was illegal, immoral, and probably a lot of other things, but I needed as much information as I could get on the Herb. The Herb was a key-point in my plan. It was part of Operation: Rebirth.

I was pulling an Ultron, creating a new body for my mind to inhabit. The Mind Stone was a gem, one of the greatest forces in the universe, and I didn't want to lose it. However, I had to plan for the worse. And worst-case scenario for me in my current body was Thanos murdering me to take the Stone.

If I moved to another body, I have a fifty-fifty chance of living. I wanted to stop Thanos, I did. Hero of the universe had a certain allure to it, but Thanos, as the Mad Titan said himself, was inevitable. He was going to come for the Mind Stone. I didn't want it still attached to me when he did.

I was afraid.

Of course, I was afraid. I knew the future. Even without a single Infinity Stone Thanos had a good shot at beating the Avengers. I wasn't going to be casualty that couldn't be brought back with a second snap.

Not that I was just going to roll over. My new body wouldn't be weak. Operation: Rebirth, was going to surpass even Dr. Erskine.

I pulled out of the Wakandan systems. The Heart-Shaped Herb would have to wait another day. Combing through the net, my mind added search parameters to narrow the field.

Kree. Blood. Tony Masters. Blood. Project Rebirth. Super Solider. Winter Soldier. Hydra.

I was going to create a masterpiece.

A knock from the non-digital world caught my attention. I opened my eyes and saw Wanda standing in my doorway.

"Sorry," she apologized. "Were you busy? I can-"

"I wasn't busy," I said, creating a quick algorithm to search for what I was looking for in my place. "Did you need something?"

"Pietro's out in the city, and the others left for a mission." Wanda glanced at my mini-town. "You made this?"

I nodded, unfolding my legs and dropping to my feet. "It helps pass the time."

Wanda hummed and asked, "Did you want to have dinner?"

"Yes," I answered, embarrassingly quick.

I didn't technically need to eat, but I could still taste the food. I watched Wanda smile and turn to leave the room. The company wouldn't be bad either.
