Because he always leads and she always follows.

Even though he is an idiot and he needs her to be his eyes and watch his back.

She watched him rose to his rank steadily.

She watched him flirted with other women shamelessly.

She watched him got back to work, perfectly sober as if he wasn't drunk the night before.

She watched him grieved silently when his best friend died.

She watched him fight those Homunculus and survived.

She watched him longer than anyone else in the military.

But she has never seen so much hatred and anguish in him when he confronted Envy about Maes's murder.

She could no longer bear to watch him being consumed by revenge like this.

She took one step forward and aimed her gun at the Colonel's head.

This time, Riza led and Roy followed.
