He was quite amazed at how quickly his empire had fallen. He didn't expect the districts to betray him as fast as they did, especially 1 and 2. He knew once he lost control of generating the peacekeepers the rebellion would overwhelm his pathetic, and defenseless, people.
While he knew that it was partly his fault for their lack of any real skills, he also knew that if he tried to build an army out of them, then he would lose all of his support and he would be overthrown in a matter of weeks. But that didn't matter now.
He was caught. He was tried. He was sentenced to die.
He didn't feel fear. He had been prepared to die the minute he began his political assassinations; at any moment he could've been caught. No, he felt irritation. It wasn't because he felt that it wasn't his time to go, in fact, he was quite pleased with the timing. He would definitely be remembered for what he had done. History wasn't going to forget him. It was the manner in how he was going. It could've been anybody, but it had to be the damn girl.
He remembered the first time he saw her. She was far different from any past victor or contender. She was selfless to the point of it becoming a weakness, but was smart enough to not let it become that. She had completely turned the games around. He hoped that she would be one of the first go; he enjoyed the ruthless brutes because they were easy to control. He watched her every move. She gave the people something to cheer for. Oh, how much he hated it.
The longer she was in the spotlight, the more paranoid he became. She was hope. He spent his whole life destroying the very image she represented. He saw her influence in the Capitol itself. They were far too engrossed in their simple lives to see the power effect that she had on all of them.
He believed that the monsterous victors from District 2 would take out the others, in fact he had quite a lot of confidence in them, but he didn't suspect the victors from District 12 to ally themselves so quickly. Individually, they were rather weak, but with others...that was when the serious damage would start. He knew that despite the weak odds against those in the arena, he couldn't take chances. Every known biological project was pushed forward and he wanted to make sure that if -no, when- the districts would arise, he had to be ready.
Of course, he was. He was prepared for every possible outcome this rebellion could end up. He knew his odds of surviving until the end was extremely limited. It wasn't that the rebels wanted the whole government shut down, they only wanted him shut down. Delaying this inevitable conclusion proved to be quite successful, though. One of the things he wasn't prepared for was the bombing of the children.
He knew the moment he saw the bombs explode that the rebels had lost their Girl on Fire. Yes, he was her enemy, but he knew her better than anyone else. It wouldn't take long for her to find out that it wasn't him that bombed innocents, but her own friends. Her own team. She was the eptimome of justice. And that wasn't.
It didn't take long afterwards for him to be captured, but the damage was done. Their main puppet was lost. He willing left with them, knowing that he wouldn't stand a chance trying to fight back. While several of his advisors had shot themselves to prevent from being captured, he couldn't bring himself to do that. His curiousity had gotten the better of him.
Within a matter of weeks, his sentenced was finalized and his execution date arrived. All he had to do was see her. That was it. He wanted to see what had become of his wretched enemy, to what he had reduced to her.
The moment when she walked out onto the balcony, he knew. Bags hung below her eyes, her shoulders were hunched, and her mouth was in a slight scowl. She was a wreck. He could see it in her eyes, the way they kept darting towards Coin. She wasn't going to kill him. No, but he would die.
And he was not sorry.
