A/N 10/19/2015- Rewrote and edited the three tiny chapters into one. The second chapter now wraps it all up.
Washington D.C.
"I can't go that fast again, if I do I may never come back," said the Flash in the arms of Hawkgirl.
"You need medical attention," said Superman. "J'onn what is the status of the Watchtower?"
"Power is still down an error occurred during the reboot cycle," replied J'onn.
"Where will we take him?" questioned Wonder Woman.
Off to the side Batman is on his communicator. "Oracle."
"Hey B, what do you need?"
"Access file JL-FSFE and execute the commands. Batman out."
Batman strides over to the Flash while pressing a button on his utility belt.
"Flash listen to me and listen well. You are coming with me to the Cave and as of now you are not to use your powers in any way. Is this understood?"
"Yeah, okay," replied the Flash exhaustively.
"Superman I need you to grab some food for Flash immediately. The rest of you work on damage control and getting the Watchtower online."
Superman zooms off and Hawkgirl protests, "No, I'm coming with him."
"Follow the Batwing," said Batman as it descends from the sky landing next to the Javelin.
"Batman, would you like assistance in ascertaining the wellness of Flash?" questioned J'onn.
"I can manage but you may come to the Cave later." Batman supports Flash's frame on his own leading him to the Batwing.
Superman flies in with a pizza, "Here's some food."
"Flash eat this at a normal pace," says Batman.
"Okay."
Batman gently straps Flash into the passenger seat and takes off with Hawkgirl following alongside.
"We should head to the Watchtower and get it online. We can all visit Flash afterwards," says Superman.
"Agreed," said the remaining three.

Gotham City
The batwing lands in the Cave. Alfred is waiting patiently with a tray of food.
"Good Evening Master Bruce, Mr. West, Miss Hol."
"Evening Alfred. Preparations complete?" Bruce questions after pulling down his cowl.
"Quite so sir. Here is Mr. West's meal. The rest of this evening's meals will arrive in half an hour from a caterer due to the urgency."
"Thank you, Alfred."
"Miss Hol, would you like to refresh yourself before dinner?" asked Alfred.
"That would be great," replied Shayera.
"If you would follow me." Alfred and Shayera climb the staircase into the Manor.
"So Bats what am I going to do?" asked Flash.
"You will your meal and then we will run tests."
—
Bludhaven
Nightwing is breaking up a group of armed gasoline siphoners when his communicator goes off.
"Oracle to Nightwing."
"Hey Oracle, what's up?"
"Wally is being treated in the Cave for speedforce vortex exposure."
"I'll be heading there soon, think you can get the Batboat to remotely make a stop near the harbor."
"Will do. Oracle out."
—
Batcave
"I'm done. That was delicious and agonizing, why can't I eat like normal?" questioned Wally.
"Your molecular structure was stressed during your exit from the vortex. These tests will ensure their stabilization and only after will I clear you to use your powers," replied Bruce.
"Is there more food?"
"Yes," said Bruce and added, "which you will get after the testing is over."
"Aw c'mon Bruce like you said I need energy right now."
"The tests Wally, now."
"Okay, okay."
"Change into these and go lay in the scanner bed."
Wally changed as slowly as he could manage then walked over to the bed and laid down. A bed would be an understatement it wasn't comfortable at all just a little soft padding underneath with leads protruding out making it even more uncomfortable.
Bruce pulled open a compartment at the back of the bed pulling out more leads affixing them to Wally's brain, heart, lungs, nerve plexuses and other various areas to be monitored. He then walked over to the computer.
"Start analysis, display results on left screen."
Turning to Wally he added, "Try not to move often it will take some time."
"Okay but can I have a T.V. or something?"
"No."
"Why not?"
"Extra brain stimulation will skew results."
"What are you doing?"
"Going on patrol."
"Oh, is Nightwing on patrol?"
"In Bludhaven."
"Okay, so who's on patrol here?"
"Robin and Batgirl."
"Who's Batgirl?"
"Wally, I'm working. Be quiet."
"Fine, but I'm sooo bored." Pause. "This is why you should have given me something to do."
Silence reigned in the cave with the slight sounds of Bruce typing and occasional sounds of nature. Wally was bored out of his mind. He tried counting the stalactites but then he he started moving his eyes too fast so he had to find something else to do. Not using his powers was such a pain. He didn't realize how much he got used to them. A few minutes later Shayera came down to the cave with Alfred following behind.
"Hey Shay, Bruce is killing me!"
"Is he now?" replied Shayera amused.
"Yeah, I'm dying of boredom."
Bruce interrupts them. "Alfred, I'm going on patrol."
"When will you be back, sir?"
"An hour, the test should finish around that time if I am late bring Wally another meal."
"Of course, sir."
Turning to Wally, Bruce adds, "After the test you need to eat then rest."
Turning to Shayera, he adds, "You can stay with him. No extra brain stimuli."
Pulling the cowl over his face Batman walks to the equipment lockers pulls put a fully stocked utility belt and strides to the waiting Batmobile pealing out towards Gotham.
"That car is so awesome. Can I drive it Alfred? You don't have to tell Bruce."
"Impossible, Mr. West. He is the only one that has driven the vehicle from its inception." replied Alfred climbing up the staircase.
Watchtower Orbit
The Javelin with the founding members neared the Watchtower allowing them to see the extensive damage to the outer hull.
"We need to find a solution to handle this before landing. The other members would be looking to us for guidance," said J'onn.
"I think we should decommission the Watchtower. Damage is too extensive. Repairs would be too costly," said Superman.
"I will take all civilian staff down," said Green Lantern.
"I will contact Batman to discuss specifics," said J'onn.
Watchtower
"Hey guys, a Javelin is approaching," said a league member.
"Supergirl, Steel open the hangar bay doors," said Mr. Terrific.
"On it," said Supergirl quickly flying Steel in her arms towards the hangar.
Upon entering the monitor room, Wonder Woman went to business right away. "Due to recent events and the damage to the Watchtower all civilian staff are to return home safely. Consider it a long vacation. Report to Green Lantern immediately."
Superman then took over, "All League members are to wait for further instructions. If you have any personal belongings in the Watchtower you should get them now."
J'onn was holding a telepathic conversation with Batman.
"Batman."
"Yes, J'onn."
"The Watchtower is heavily damaged. Repairs would be too costly. We are evacuating all civilian staff. I am considering a Watchtower reentry which requires a secure location."
"For reentry have all powered flying members in space suits. They will act as resistance to the thrusters preventing atmospheric heating. ETA on evacuation."
"Green Lantern has said four hours."
"Make it faster. Have Superman and Lantern pull all their weight. Anyone able to manipulate portals should evacuate the staff as well. I will get back to you with a secure location."
"Very well."
"And J'onn, remember you have a room waiting in the Manor."
"Thank you, Bruce."
"No thanks necessary. Batman out."
Batman addressed the batmobile. "Computer send message to Oracle. "Urgent. Find a property capable of housing the Watchtower."
Gotham City
Batman is sitting on a gargoyle in Old Gotham when he hears two people slowly trying to sneak up on him.
"I know you are there."
"Did we do better?" asked Batgirl.
"A little."
"Yes!" exclaimed Batgirl.
"Report."
"Four robberies, seven muggings, one dock smuggling operation," replied Robin.
"Somewhat the same but no gang operation," added Batgirl.
"Go to Oracle and type up your reports it's getting late."
The two heroes grappled off.
"Batman," called Oracle.
"Have anything?"
"I have a location sent to the batmobile computer."
"Good, is there anything else?"
"Nothing so far B."
"Robin and Batgirl are heading for you. Let them spend the night. Batman out."
Batman heads to the batmobile and looks over the data before contacting J'onn.
"J'onn"
"Yes, Batman."
"I have a location, transmitting coordinates now."
"Received successfully. We will begin operations immediately. Should I expect you at the site?"
"Yes have Lantern drop all League members at the spot. Give them clear instructions to not draw any attention and to wait for my arrival. The Watchtower will be enough attention itself. I will be delayed."
"Understood."

Batcave
"Mr. West, your meal."
"Thank you, Alfred."
"When's Bruce going to be back?"
"I cannot say. It is a variable time."
The distinct sound of the Batmobile could be heard rumbling through the cave. It comes to a stop at the turnaround. Batman leaps out heading for the equipment lockers. The current belt and the one used during the League mission are restocked and replaced. He then stalks to the computer, pulls up a document and begins typing his report for the evening.
"He is too organized." says Shayera.
"Yeah all of them are," replies Wally.
"All of them?"
"Yeah, the Batfamily."
"Batfamily, did you make that up?"
"Yeah isn't it cool! Nightwing came up with the rest of the names."
"Who is Nightwing?"
"He's my best friend. We were roommates in college."
Bruce interrupts, "The report is good, your molecular structure isn't as stressed as it was when the test began meaning you are stabilizing."
"Cool. Can I do things normally now?"
"No, there is one more test to accurately determine your speed thresholds. Come with me."
Bruce, Wally and Shayera walk to a darkened corner of the cave where Bruce turns on a light. In the space are various specialty machines and a medical bay.
"What's all this?" questioned Shayera.
"In case of the Watchtower resources being inaccessible I set up my own as a contingency."
"How long have you had these?"
Batman ignores the question and continues, "Wally get on the treadmill. I am going to be at the computer analyzing the test. I will give you commands and you will follow them. The basic thing is follow the speed the treadmill runs at. Concentrate only on running. Understood?"
"Yeah just one question. How did you know?"
"From Nightwing, we worked on a way to analyze and prevent the complications from happening to you."
"Oh."
Bruce leaves heading for the computer.
"Wally, what are these complications?" questions Shayera.
"Well it's kind of a long story."
"I'm not going anywhere."
"Wally, I'm starting the treadmill," comes Bruce's voice from the console.
"Okay, I'm ready," replies Wally.
Bruce sets the treadmill at a walking pace and steadily increases it to a powerwalk.
"This is so slow. Make it faster."
"It will keep increasing slowly. Be patient."
Bruce puts the treadmill on a slow ascension in speed. He then pulls up Waynetech satellite footage to monitor condition on the Watchtower.
"How long will this last?" questions Shayera.
"Half an hour," comes Bruce's terse reply.
"Start talking Wally," demands Shayera.
"Okay I'll give you the fast version. I wasn't the Flash all the time you know. My uncle was the Flash before me. He also went too fast that the Speedforce vortex would have gotten him but it didn't. My Aunt Iris made him retire. It didn't matter much because he died of cardiac arrest a couple months later. I took up the mantle later because I had the powers and wanted to use them to help people."
"I'm sorry," said Shayera.
"It's okay don't worry about it. The reason Bruce knows about it is because this sorta happened before when I was in college. Nightwing was my roommate and we became friends in his civilian identity obviously. Weeks later during a car crash a black figure was saving the victims. That's when I met Nightwing. We would run into each other some nights in Keystone and it sorta happened one time when we were busting a bunch of organized bank robbers. I ran too fast and my body was cackling because of the energy. Nightwing being his usual 'I need to know everything self' asked me all about the going too fast thing. Then I guess he and Bruce made this stuff. I had no idea my roommate was Nightwing though until Bruce revealed his identity during the invasion and I connected the dots," finished Wally.
"Amazing deduction Sherlock you knew him both in and out of the suit and had no idea they were the same person. Why don't you ever say his name?"
"Hey I'm not a detective like you two. I'm a forensic scientist who works with chemicals and do my detective thing there. I don't have his permission to reveal his identity."
"Permission?"
"Yeah don't tell me you never noticed how secretive Bats is. It's the same for all of them. He trusted me to connect both identities."
"You're very loyal to him."
Wally replied with a smile. The treadmill's set speed reached the level of an Olympic sprinter. Wally showed no signs of tiredness. The speed increased exponentially from that point. Wally was keeping up easily. Suddenly the treadmill slowed to a stop.
"That's all Wally. Go up to the manor and eat we will run the tests again in two days. Rest and still no powers."
"Bruce you're killing me with the no powers thing."
"Listen to him Wally. It's for your own good," said Shayera.
Wally and Shayera ascend the staircase to the manor above and enter the kitchen. Alfred is busy checking the ovens and stoves before spotting the two.
"Mr. West and Miss Hol if you would follow me to the main dining hall."
The two wordlessly follow the distinguished gentleman's gentleman into the main dining hall. Wally's mouth dropped open upon seeing the multiple platters of food stretching from one end of the fifty-foot table to the other end.
"Alfred, this is too much food!" exclaimed Shayera.
"Not quite, Miss. I presume Mr. West will finish it all in due time. I suggest you take a plateful first."
"It's alright, Alfred. I'll eat when the others arrive."
Alfred suddenly finds himself in a bear-hug. "I love you, Alfred and I love your food too. Thank you so much."
"Of course, Mr. West but this was catered due to the urgency. The rest of your meals will be my cooking."
"I can't wait Alfred."
"Sir if you would you release me, I need to go back in the kitchen."
Wally quickly releases Alfred. "Sorry."
"No worries, sir. Enjoy your meal." Alfred walks to the kitchen.
Wally takes no delay in pulling a large platter towards him and begins eating.
"You sure you can eat all of this?"
"Yeah super high metabolism and all that. This will be a breeze."
"If you say so," says Shayera.
Batcave
Batman gets in the batwing and heads towards the abandoned property that not coincidentally was a large Wayne Aerospace plant and runway system on the outskirts of northern Gotham. The place had been under lock and key because of a newer facility built on the outskirts of western Gotham. Batman reaches for his communicator.
"Batman to J'onn"
"Yes Batman."
"I am heading to the site. Status on the watchtower?"
"Good. Are all powered flyers suited up?
"All resistance flyers are prepped and waiting. I am piloting the Watchtower. Reentry began twenty minutes ago."
"Notify me when you enter the atmosphere. I will be monitoring the operation as well."
"Of course."
Clocktower
"You will be spending the night here," said Barbara.
"Why?" asked Tim.
"Yeah Alfred would have made us meals by now," added Stephanie.
Barbara just kept her attention on the monitor in front of her trying to ignore the two teens, "As I said you will be spending the night here. I have work to do. There's food in the kitchen."

Batcave
The batboat emerges from the still water coming to rest at the lower level of the cave. Nightwing flips out ascending to the main level then heading to the equipment lockers placing the equipment in their places, stripping his suit placing it in the storage vault before heading towards the showers. Dick Grayson emerges clad in a t-shirt and jeans coming face to face with Alfred.
"Master Dick dinner has been served in the main dining hall."
"Main dining hall? I better get there before Wally finishes everything."
"Not to worry sir, I am preparing another banquet for our guest and other guests to come."
"Other guests Alfie?"
"I presume Master Bruce's colleagues will be arriving with him."
"Thanks for the heads up Alfred," says Dick before bounding up the stairs towards the main dining hall.
Dick peers into the hall to see empty plates along the entire length of the table with a happily eating speedster and an astonished Thanagarian.
"Hey Wally!" exclaims Dick.
"Dick! What are you doing here? I thought you were in Bludhaven," Wally looks at the last plate and adds, "There's no more food."
"Don't worry about it. Alfred's making more food for us."
Dick introduces himself to Shayera, "Hi, I'm Dick."
"Shayera."
"I know it's nice to actually meet you though."
"I would say likewise but I just found out who you are, Nightwing," said Shayera.
"I didn't tell her," Wally quickly clarified.
"I believe you. I'm sure the Espionage Officer figured it out on her own," said Dick.
"What is that supposed to mean?" questions Shayera aggressively.
"That was your title wasn't it? Except titles don't matter much when you have the skill to find out all that you did a couple years back in a short time," comments Dick.
"Sirs and Madam if you would follow me to the usual dining area," chimes Alfred.

Watchtower
J'onn had initially planned to begin a slow controlled descent of the Watchtower by activating the engines. It would take delicate piloting to effectively land the Watchtower intact. Due to the small time table given, J'onn had to accelerate the process. He put the engines on full power to enter the atmosphere. Once reentry was established the power to the engines would be reversed to combat gravitational pull to a controlled level. Batman had all powered flyers: Superman, Green Lantern, Wonder Woman, Dr. Light, Dr. Fate, Supergirl, Booster Gold, and countless others wear space suits so they could also combat the gravitational pull should the engines not be enough. So far J'onn could see that Batman's plan was working out well and calculated that they would finish the task within an hour.
Abandoned Property
Justice League members that arrived with the Javelins were waiting for the Dark Knight.
"So when's Batman going to get here?"
"I guess when he wants to."
"Okay so when do you think he will want to get here?"
"How am I supposed to know?"
"I just thought you would know."
"He's here," mentioned a league member.
The batwing flew overhead with Batman leaping out as it circled away.
"Zatanna, Etrigan set up magical illusions around the perimeter," said Batman adding, "the Watchtower will be here soon."
Minutes later the large bulk of the Watchtower could be seen slowly getting larger and closer. They had done it. The Watchtower had successfully landed with no extra damage. Everyone gathered near the founders.
"J'onn will assign guard duty on a rotating schedule until this situation is resolved. Those assigned guard duty are to watch this compound and protect the Javelins and Watchtower. Green Lantern will fly you to your homes and will serve as transportation for those serving guard duty," said Batman.
Batman walked away as the League members gathered around J'onn and his tablet. He pressed a button on his belt before switching his communicator to a special frequency reserved for the founding members. "When you are finished there are rooms waiting at the manor."
Zatanna followed Batman discreetly waiting for him to finish. "What is it, Zanna?"
"Take me home with you. I could do with a wonderful meal."
For an answer Batman walked over to her side grabbed her waist before launching his grapple at the approaching batwing.
"Bruce!" exclaimed Zatanna glancing over at Batman to see a small smirk appear and added "That's not funny! A little warning would have been nice or maybe a 'hold on Zanna'."
Batman and Zatanna were dangling along the left wing of the Batwing as it approached the entrance to the cave. The entrance looked like a cliff wall. She knew it was an illusion a very realistic illusion but still buried her face in Batman's shoulder as they neared it. She knew they had entered when the batwing entrance sealed and the soft windy drafts could be heard. The batwing landed on its platform and they both descended to the main level.
Wayne Manor Dining Hall
"Alfred, this food is delicious. I can eat here forever," said Wally as the second spread of food was finished.
"I'm delighted to hear that Mr. West. There is one last spread for you and everyone else who will be joining us this evening. I remind you that Master Bruce requested you to rest after you finish," stated Alfred as he moved them again to the main dining hall.
As Alfred entered the kitchen to begin the clean up process he was engulfed in a hug by Zatanna.
"Alfred, it's wonderful to see you again."
"You as well Miss Zatanna. I do hope you plan on staying longer this time. The manor would do well with your company."
"Sure Alfred. I have no shows lined up right now. I'll stay until Bruce kicks me out."
"Master Bruce will do no such thing."
"Just kidding Alfred."
"Of course Miss Zatanna. Dinner is laid out in the main dining hall. Master Bruce, I will escort our other guests there as they arrive. I assume seven beds need to be prepped."
"Yes Alfred. Thank you," said Bruce.
Entering the dining area, Bruce was expecting to see Dick. Dick and Wally had been best friends in college both in and out of the suits. Of course, Wally hadn't known as was customary for the family. Trust was earned not given. Wally had earned that trust during the Thanagarian occupation for him. He wasn't sure if Dick had revealed his identity or if Wally had connected the dots by now. Seeing them interacting in the dining area, he was sure all had been revealed.
"Dick," greeted Bruce.
"Bruce," greeted Dick.
"Dickie, how are you?," greeted Zatanna while messing up Dick's hair.
"Great Z. Didn't know you were dropping by. It's been too long," said Dick.
"Don't remind me. My schedule's been packed. I finished my tour a week ago. Only League duties have been keeping me away."
Bruce settled down to eat his dinner as he pondered the upcoming tasks. The Second Watchtower took a lot longer to commission. Every space agency was carefully monitoring the cargo they were transporting. Wayne Aerospace and a whole slew of dummy corporations had slowly smuggled the disguised components to space. The progress proceeded at a slow pace until John had been persuaded (Clark would say coerced) into transporting the materials. Commissioning another Watchtower would take a considerable amount of time. He would need to revise the specifications. Definitely need to add more defensive capabilities. The League should be trained to defend the new Watchtower as well. A repeat performance would not be acceptable. All in due course unless Clark decided to mess things up again with his ridiculous need to appease the public.
Shayera was astonished. Batman had a regular visitor to his house. No one was invited to his house. Hell no one just dropped by without clearing it with him first.
"I thought Bruce didn't take any visitors unless it was absolutely necessary for the League," whispered Shayera to Wally.
"Yeah, he doesn't but Dick told me Zatanna and Bruce are very close," whispered Wally.
"Close?" whispered Shayera.
Before Wally could respond, Alfred escorted the remaining founders into the dining hall.
"Zatanna, what are you doing here? All members were to return to their homes except those on guard duty." said Superman.
"She is home Kent," Bruce growled.
Everyone was taken aback except J'onn and Shayera. Superman had a sheepish look on his face. John was surprised of Bruce's vindictive reply.
Diana glanced at Zatanna to see her looking at Bruce with a soft smile on her face. Diana wasn't sure what to think of the relationship between them. Bruce and Zatanna's interactions on the Watchtower had always been a mystery to her. They always had their own inclusive circle. Even after Circe's games when Zatanna told her 'Good Luck with Bruce', she wasn't entirely sure what she had meant.
"Hello I am Diana and who might you be?"
"Dick Grayson, pleasure to meet you."
"Would you two mind leaving? We need to discuss today's situation," said John to Dick and Zatanna.
Bruce glared at John. "You will not dismiss them, they can leave when they choose to, Stewart."
The meal was tense. Half the occupants enjoying and talking and the other half eating quietly. Diana was quite taken by Bruce's protectiveness of the the two. She had always seen him distant from others with the rare exception here and there. She wasn't sure what to make of the presence of the other man there. He was carefree and relaxed not at all like a guest. There were many rumors regarding Batman and the people around him but she never really paid attention. Rumors were mostly falsehoods or exaggerated truths a patron of truth would not listen to them. Even after all this time Bruce was still a mystery both in and out of his suit.
When the meal finished Dick and Zatanna went to help Alfred.
"Alfred, shouldn't Tim be home by now?" asked Dick.
"Master Bruce requested he stay at the clocktower," answered Alfred.
"Here Alfred let me. naelC lla sehsid."
"Thank you Miss Zatanna. Let me show you to your room."
"Alfred I already know where my room is. It's always the same one. You should rest now."
"I will after I escort our guests to their rooms."
In the dining hall, Clark brings out the obvious "The Watchtower is decommissioned. What do we do now?"
"There still needs to be a planetary defense system. The Watchtower has been fulfilling that purpose," said John.
"The World governments and the people are concerned about our defensive capabilities after the Cadmus attack," said J'onn.
"I suggest we hold a press conference to clear any misunderstandings," said Diana.
Bruce stayed out of their discussion. He had already decided the Watchtower was necessary. It was time for Bruce Wayne to go on vacation, Batman would be drawing plans and schematics the next couple days. He wanted work on components to start within the next two weeks.
"Bruce. Bruce," called Diana drawing him out of his planning.
"Yes?" answered Bruce.
"Were you listening at all?" asked John condescendingly.
Bruce ignored him, "A Watchtower will always be necessary. Do your conference and make up your minds. Let me know when you have something important to discuss. I'm going to bed. Wally, you should also. Alfred will show you to your room," he answered as he got up to leave.
"Gotcha, Bruce," answered Wally before following him out.
"That man is infuriating," said John.
"It is logical. We are not getting much done at the moment," said J'onn.
"We should schedule a press conference immediately," said Diana.
"I will get Lois on it. The day after tomorrow should be perfect," said Clark.
"Yeah and you would be perfect as a spokesperson," said Shayera.
"John it is time to switch the Watchtower guard," said J'onn.
"I'm on it," said John before departing.
The rest of them found Alfred waiting patiently outside to escort them to their rooms.
