That's a very, very poor plan.
Winterfel is far, far inland - wherever the chest would float to, it wouldn't be there.
If Drogo and Daenerys wanted to acknowledge their daughter they would have kept her or given her to a trustworthy family personally. They wouldn't have sent her away in a random chest promising to find her later.
If they *didn't* want to acknowledge her they wouldn't have sent a note with her telling her who they were.
They would not have sent her to Westeros with a letter proclaiming that she is a Targaryen - that's virtually a death sentence should it be discovered by anybody loyal to the current King.

This story concept isn't going to work, sorry.
