Thank you for the somewhat fluffy story. Regarding the third chapter, one statement that I think most people won't like is "Perhaps it was for the best that he
had allowed the World Wars to take
place." That statement is bad. You should erase again, if using an Evil Piece is enough to rouse him, how about the war when the biblical God and four great Satans died? ...I think you should have used other reason than that he conciously ignored all those tragedies, or him helping Rias later with any of her non-Kaguya-level-conflicts even if indirect means that he is a hypocrate...
