The risks to his own life if security holes aren't plugged, if it had been REAL terrorists, would've been too great to slap down the investigation.

So it being an inside job is the only logical conclusion.

Combine that with the KMF combat drop on where Lulu and Nunnaly had been hiding. With, KMFs being Sutherland's, which should've still been in the prototype stage.

Toss in their value as dead martyrs to rally public support for the war/invasion.

End conclusion, someone in Pendragon wants them dead and Charles doesn't give a damn, but would use their deaths in a heart beat.

Ergo, hiding is the only sensible option left.
