Touya and miki have a closer relationship. She meets tomura Shigaraki before he loses control or after he loses control but before meeting all for one. She hates hurting people. She gets closer to Aizawa shota (eraserhead). If you include romance, my choice pairing would be Touya after he becomes dabi. That is if you make touya Dabi in the first place.
