Lucy is a perfect fit for Elizabeth and has her spirit and makes an excellent pirate. plus they have very similar backgrounds and stories.
Gray is the perfect choice to step in for Will. Natsu character would be way to OOC, but Gray can act respectful when the situation calls for it and will do anything for those he cares for. Plus the father thing makes it a logical choice.
Bixlow as Jack. That it thin is very fitting as they are both out there kind of people but they make it work for them.
Honestly I love how this is going and while it echoes the movie it also stands apart in the same sense.

Given the completely different universe, and Gray's entirely different situation, it would make sense for him not to be in-character that much. As long as he shows development as the story progresses, I'm golden. Right then, this almost gives me a One Piece vibe, except maybe darker. Gray being the son of a pirate is unexpected, if anyone, I'd have expected it to be Natsu or some of the other characters. Freed being a Navy Officer I can absolutely see; I'm looking forward to seeing this story pan out.

One last thing, I kept an eye out for grammar errors, and aside from your quotes ending with commas instead of periods, even when they are the end of the sentence, I have not found a single error. 'Course I ain't a beta-reader by any means, but I could not find anything, props for that. Following both this, and the Cursed World, and I won't be doing chapter by chapter reviews, that ain't my thing, but I'll share my thoughts as I have something to say. I'll also try to proof-read Cursed World, and mention any errors I see.

Loved it! This idea is already coming together perfectly, and I can't wait to read more. All the characters you choose are so perfect so far. I knew you would be able to do this idea.
