Whole sections of the city were closed off due to, organized crime running smock , and the majority of important city officials were wildly corrupt. Even with batman

Along comes the Joker and by the end of a very short time, almost all organized crime was eliminated, many corrupt officials were imprisoned or dead, and the city's vigilante even went into hiding for 8 years. This was all part of Joker's masterfully executed plan.”
the Joker despite regardless of what he tells everyone he in fact is "The Man With The Plan" throughout the entire film. The very first thing we see Joker do is rob a mafia controlled bank, getting rid of the team of bank robbers that aided him in pull the job off. Of course, the robbery ends up not being about the money, but rather was about forcing Lau out of hiding, Along with the crime families and their money.

Everything works seamlessly to further the Joker’s goal. Batman flys to Hong Kong to bring Lau to gotham. Now Lau is in a safe place which Joker can get him whenever he pleases . The Joker is playing everyone around him, murdering key criminals and corrupt officials that protect the established order. Heavy Dent actually promotes the men on the top being all but set free in the interest of clearing the streets of small time lesser criminals , however Joker shows that won't work in the long-term.
The brilliant plan extends to Joker's threats and distraction of the Hospital . With Batman and Gordon chasing after him they end up rooting out corrupt police officials. Dent even kills some of those corrupt officials/dirty cops after meeting with the joker

Gordon's promotion which would never have happened without the joker was a major boon to Gotham. Most people see the Joker's clapping during Gordon's promotion scene as sarcastic theatrics. but Historically the joker actually Joker believed in Gordon being one of the best in Gotham so much so that it is him rather than batman who he targets during the killing joke rather than batman.

now Joker not only has to get rid of the Organized Crime problem and the corrupt officials problem but also the violent Vigilante problem (batman) and the police dependency on him . It was clearly shown that Batman had been inspiring punisher like vigilantes. This symbol of fear and unbridled vengeance needs to be stopped however the joker can’t kill him it is to the point he tells batman that he doesn’t want to kill him. If he killed batman that would turn him into a martyr, and his symbol would live on (think V for Vendetta. However Dent was a far better symbol for the city for good a White Knight , that made him better martyr.

The joker wanted no he needed Harvey to feel the brunt of the pain of Rachel's death, which is the reason that he told Batman to go to the wrong address. He knew that Rachel's death would push heavy Harvey psychologically brake , and that Batman would eventually have no choice but to kill Harvey. This breaks Batman, while painting him as a villain, a the type that abandons his beliefs and rules . Batman now has been forced to disappear, leaving his memory to fade into something of urban legend taking along with it the legend of violent vigilantes.

Even the conflict on the boats the two boats worked to prove to the people of Gotham that they wouldn't turn on each other. He proved that there was good even in the most vile and Wretched of Gotham's criminals.

At the end of the film Gotham is actually been cleared of crime. This was not because of Harvey he died before being able to do any real good, sans becoming a martyr. it also wasn't Batman who was finally treated like the criminal he is due to being a vigilante. for 8 years due to the “dent act” Gotham was safe. This was because the Joker systematically cleaned up the streets. In short order he eliminated the corrupt police and government officials he eliminated organized crime in the city to the point it is non-existence, his actions reinvigorated Gotham's soul , and he even got rid of the violent vigilante plague that had been corrupting Gotham since he declared himself it's protector. It’s not until bane comes for revenge on said vigilante that anything goes wrong in Gotham. In the span of a few months at most the joker accomplished what batman couldn’t even dream of in 8 years.
