Konsei is irrelevant to the plot. Additions to stories, no matter how cool they seem, are always a detriment if it's not relevant to the plot or narrative.

~smiling happy~ I'm glad Izuku has now 2 such caring teachers. I love Kaneki! Also it would have been really interesting to see this turn into a BakuDeku pairing. Love that pairing. ~giggling~ Kaneki seems like a really affectionate either Father figure or Older Brother figure to Izuku, with overprotective tendencies that come with that position lmao. Izuku should definitely go to Yuuei Academy.

Would Izuku’s quirk be transformative, given that he gains the powers of a ghoul at will, of a mutation, since ghouls are ghouls full time, and can’t eat anything other than water, coffee, and flesh?

So, idea. OFA is passed down by consuming the current holders DNA right? And what do Ghouls eat? Flesh, a type of DNA(or it contains DNA). So what if as a sign of trust or something, All Might let Midoriya inherit OFA by taking a bite of him? I think it would be really cool(Plus I like Dad Might)

actually in cannon the law is quite clear they are perfectly fine with self defense and protection its actually only vigilantism if the offender actively tries to fight crime they use a warning system for repeated offenses so basically hes not helping because hes ignorant of there law any way the idea is that if it is a one time offence and they weren't seeking our crime it's okay to save someone its basically the same thing the USA does with speeding tickets first time and your not going to fast or your lights out and you dont know warning but if you actively attempt to speed or drive without brake lights big ass ticket possibly jail time (maybe a week of jail or community service) for dumb ass that reaper see if I'm speeding for no reason it's a crime and ill most likely get punished if I'm speeding to the hospital because I lost my left hand to Chechen mobster I'll probably just get a ticket

I feel like this could be way better without the oc. Theres literally no point for him being there. I would honestly just take him out and make an Avatar x MHA crossover and Konsei just be the focal point. Like i said, it adds nothing to the story
