Amazing story. I've always had a penchant for the idea of Izuku not relying on any quirk to be hero and your story is the best one to express it so far.
I felt giving Deku a quirk inhibits what he embodies. It digresses the attention from the plight of the Quirkless and demonstrates the society's as well as the reader's belief that Quirkless is useless.

You've utilised Izuku's intellect to get him out of situations that even those with quirks would fail to and I absolutely love that aspect of your story.

just a heads up. You used the word ass once in this chapter, it's not a lot but somebody could complain with a K rating even once is too much. look at Prince of Thieves they use the F word once in the whole movie and it was rated PG13 because of it, so you may want to shift the rating to K or T for safety

Wow. It's really over. Feels...abrupt. A little disappointing but that was because I was a pretty invested. It also may be because, nothing really gets resolved. I like how the story was built like a Coming of Age story. Izuku went through a personal change all throughout the story, going from a (somewhat)hopeful and optimistic kid into a cynical realist. I just wish we got to see how he interacted with the world around him after going through that change, and if anything could threaten his mindset and make him feel a little better about the world around him. He understands that the world is a shitty place, yes, but he doesn't really accept it, more so is willing to wallow in his confusion and ever budding cynicism.
That being said, what I've been following was a pretty good story.

All For One is actually theorized to be Izuku's real father. I recommend reading up on the theory, it's very interesting. I myself may be biased but I believe the rumors are true on this one. Should you do some digging, you'll understand why.
Anyway, it was a pretty good chapter. The only thing I didn't like was that you included the rescue; with Bakugo in the mix, no less. It's great that your splitting off from canon regarding Izuku's actual character, but barring minor tweaks to certain arcs, on the grand scheme of things it's roughly the same story as canon, just with the main character holding a different mindset.
