You do realize on what you're talking about doesn't make a little sense to me.
Just because you say super sentai but you're talking about power ranger seasons, whether that's to clarify on what you're talking about I can see that.
But I'm going to have to stop you right there.
The dino energems are power rangers exclusive ONLY they are not in their super sentai counterpart kyoryuger's lore whatsoever.
Not to mention what you mean of jengi from mystic force you mean smoky from magiranger.
That's my input sorry if its harsh.

Also juubi you have to obviously know of the differences between power rangers and sentai seasons.
MMPR being of teenagers with attitude while zyuranger being of ancient warriors from a prehistoric past awakening to the present time.
Mmpr still and Dairanger which is of mystical martial arts.
Mmpr with alien rangers while kakuranger is of actual ninjas.
Zeo a good season of power rangers with teenagers with attitude, while ohranger a bad season of sentai with of military sentai team.
And so on and so forth.
But juubi please for the love of all things tokusatsu do not under any circumstances ( in terms of bringing power ranger elements as in the good stuff such as original exclusive villains like mesogog, and lord zedd into your story) not to bring elements from godamn megaforce and super megaforce. Followed by any other of Nickelodeon saban seasons as they were bit more cringey than usual of power ranger seasons.

Hell the big differences between super sentai and power rangers is that super sentai is a bit more darker than power rangers in terms of the blood, alchohol, cursing, and deaths.
While power rangers had to be a little more child friendly over the years but they had say more deep moments, and dark moments as well which was say during the late original Saban era in terms of in space, lost galaxy, to wild force. Not to mention they have some really good exclusive rangers such as titanium ranger, and other exclusives like the spirit rangers.
So yeah.

Also again I hope to see dai shocker wipe out dark kingdom because I can already smell the betrayal that is to come in at most a few dozen chapters later.

this is good you did make the whole transformation scene happen at once the detail you put in was also good and really added a lot to character development I would recommend adding some Super Sentai teams as well as going into some depth with the golden fruit, the fox (Karama and maybe the other Biju?) Minato's job, and Naruto's effect on the future. Also given how you started I would continue fallowing the story line of sailor moon but add your changes as needed for your story as you had the start of the dream but then go to both of them gaining their powers. Also what kind of parings are you making as I can see you having it start as a Naruto/Usagi given their history and how you have them connecting but I might recommend having this be a Naruto/Harem with several of the scouts and maybe a few female Super Sentai that would work with him. I might recommend also some form of abilities aside from time based ones and have gear from super sentai like the Q-rex from Time Force Power Rangers (idk the Super Sentai version) or having the abilities of the Biju if the fox is any indication. Also interesting mention of Jengi from Mystic Force (same as above) if you were to add any super sentai I would recommend Mystic Force, Samurai, and Dino Charge for these reasons 1. you mention Jengi with Luna tuning her into a cat with Artemis 2. Family relations as the Uzumaki family is old they might hold close ties with each other and might have some old traditions (marriage contract to the female red ranger) 3. all ten energems can be used to control time/space and can be used for Naruto to unlock certain powers or abilities as the story progresses. I look forward for reading more of this keep it up.
