Satellite residents should not have a card good as Beelzebub. The whole point of Satellite is that people living there are at the bottom of the barrel and as such they do not have privelage of ownig good cards. Main cast of 5D's are exceptions due to their Signer Status.

5D's takes place in 2030. Ushio/Trudge appeared in Yugioh anime and manga as a bully and he was the same age as Kaiba and in 5D's he can easily pass off as a man in his late 40s or early 50s.
