Your energy values seem off. People can barely sustain gate 8 for a couple minutes before dieing and you're making each minute worth a c rank justsu? Wat?

Also 2,400,000 units (4mil together) is absurd, no matter how powerful uchiha were. One hundred lives to power the sword once? With only 16,000 shouls and nearly a billion in population this seems unfeasible, especially since the wealth of the uchiha would have been heavily divided amongst the clan before and yet the sword would have required the same amount of energy. The clan would have gone bankrupt.

Amazing AU though. Brutally gritty and very detailed class structure, the city is a wonderful idea in itself. I also love a naruto that simply doesn't die. I mean we all knows he's going to live in almost any fanfic story, might as well put that demon/plot protection to good use and throw the readers something interesting every once in a while.
