I think Tsunade is over 50 not 60 at this point in the storyline while Kakashi would be in his mid twenties. While Kakashi is strong he is not S rank at this point which would make him the weakest leader of all the nations other than Shibuki of Waterfall and the Kazekage dead. I'm surprised that they would appoint Kakashi when they could have given it to Shikaku, he has the best mind for it. If you are not going to make the next leader an S rank threat especially following an invasion when other nations would think of attacking then the next best choice is the smartest person.
