This isn't terrible, but it's absolutely hilarious that you think the civilian council could boss around clan heads. It's a shinobi village, mate. Key word there, being 'shinobi'. A civilian council would have some influence, but never enough to threaten a clan of shinobi, let alone it's heir.

Good idea and was on-board until around chapter 10 and you had Naruto pull a Bleach bull stink. Naruto and Bleach DO NOT MIX. They are two different in just about everything. The demon bit was passable but saying the one - nine tails are high level demons is way wrong. They are a mass of chakra that has a very strong will making them unlockable to all but the gods.

Not sure I like your OC, I mean "curing" bad traits with genjutsu really look like brainwashing to me, it's something Danzo would approve of. It just feel completely wrong.
