Wow. Very well done, it's a little confusing at first trying to understand ages and such, but well done. I am balling my eyes out this is that good. I hope you update this eventual because I definitely want to see more of this. But even if this is never updated its a good angst oneshot.

Wow- I mean... just wow.
No pairing is great, family-bonding between Dudley and Harry is better than a pairing anyways (...I say that now, I know...), though...what year is it anyways? No, scratch that, doesn't really matter, don't know the x-men timeline anyways and how it might fit with the HP timeline, just want to know the age of the two and maybe perhaps a bit more of this story?
It's well written and the plot ( as far as I can say from the beginning) sounds interesting... from Harry losing his magic, the fact that the war ended two years ago in his 5th year, to Dudley being taken away but even before that having started to see Harry in a... 'normal' light (maybe after the dementors? I wouldn't know, but you mentioned the Order watching..), Harry's friends abandoning him somehow, him not going to another school (even though it would've gotten the Dursleys rid of him...maybe...but they would've had to pay for it, wouldn't they? Errrrr...yah, your story, your explanation please :P) and of course Dudley being whatever-kind-of-Mutant.
And this clliffhanger you left us poor readers with.
