Feel like this story would be better without the council all together considering it's fanon and it kinda feels like bashing even tho it isn't.

Several dumb plot-holes here.
First off, this "Kuushou" is pretty much an edgy mary sue. A major drop in quality compared to Ramen Days.
You underestimate the Hokage and the interrogators. Like, why the fuck would they splutter and act like retards in front of someone who's a lot more incompetent? It's just embarrassing to read a story where the very narrative boosts the edgyness of the main character, solely for the purpose of bragging about how badass he is.
In addition to that, there's the annoying use of japanese honorifics. Just stop with that. It's too weeby and cringey.

Welp. Your story kept me interested enough to ignore major pet peeves up to the second to last chapter. And that was because it's rather unique and humorous despite some serious plot being present. So good job.
