Thor is a blind (figuratively speaking) and unthinking. And Odin is not wise. His actions to Loki and his Children are what would cause a self fulfilling prophecy. By treating Loki and his children correctly and with respect Ragnarok could be avoided. Asgard is filled with fools obsessed with battle and war. Thinking of it as honor able and Glorious it is not.

Gee! I can't get why most of the authors like to make a movie-Loki to be mother of myth-Sleipnir? It just does not make sense to myth itself just totally not fit in the concept of movie-Asgard. Movie make it pretty obvious that Asgard is called as eternal city, because it's definitely seen more than one generation of the aesir - and not undergone any significant change in all that time. Not to mention the fact that the movie Asgard where more advanced in many ways than its mythical prototype. But if we assume that it is possible to beautiful adapt the myth about the wall to movie verse, I still somehow doubt that movie-Loki was eager to test himself as a mare and not simply created one (he is the powerful sorcerer and definitely not fool). Heck! Loki is strategist and clever one. He could come up with a better plan (a bunch of them). At least because he wants to be valued for his skills and talents and does not want to become a joke among aesir.
Where seems more likely that Loki, wishing to impress Odin, trying magically create him the fastest horse as a gift. Maybe with use of some daunting magic and his own blood? But because the majority of the court of Asgard never realize Loki's full potencial (and did not really try) they certainly would prefer to believe that he would rather turned into a mare (Loki is form shifter) and has produced a foal in the very traditional way, than accept that Loki is powerful and talented enough (and they just can not want to see in him anything besides the tricks) to actually create a completely functional living creature just by his magic no less.
Besides, I do not believe that Loki did not find the possibility to release Sleipnir before. Plus is it only me who disturbs that Odin rides his own grandson?

And then Loki still continued to seek love and approval of his father (before his fall)... Ugh... Really?
