Welcome back! So I massively changed the title, but this is Formerly "We're no heroes". We got our villains back in action! Soon enough, at least. Below is the Apology and other stuff, feel free to skip it if you so desire or have already read it.
So I kinda fucked up, I explained it in the apology before, but I'll reiterate: I fucked up in giving each character their own chapter. I didn't actually think much about it before I did it, and coming upon the chapter which would feature one "Shiori" But.. I felt like the way I've been going about it wouldn't fit the character AT ALL. And then I was at a bit of an odd end in regards of being between just doing it just to progress and being brief and moving on. But then I felt Like I was cheating the character, and anxiety welled up and I shut down for a while. So after a little bit, I moved on to something else in different fandoms but it always felt like I was kinda cheating the OC scene here.
So, like before, OCs will vary, from the main villains, a few new factions such as Heroes, and other antagonists, such as vigilantes. I'm writing forms for those, which you'll find on my profile.
Now I've got that out and away, here we are. A new beginning!
Chapter 1: The proposition
"Haven't heard from you in a while." The voice over the phone states. Gruff and low, the voice on the phone sounds like he's pleased. The man on the phone shuffles at his dining room table, tapping on the hardwood as he listens. The man himself is in his early forties, wearing a simple T-shirt and sweats at the moment. With a red horn in the middle of his Forehead, cut off after almost an inch and a half. His black hair is messy and unkempt at the moment, and still slightly wet from a shower. He licks his lips and responds with:
"Yeah, its been a while. What've you been up to the past couple years?" The voice over the phone sighs for a moment, leaving a brief silence before he replies.
"Honestly? Not much. Still holding criminals, still ensuring the Prime minister that villains are dealt with accordingly. The only new events are probably people I've got in here, but that's just boring.." He awkwardly laughs at the last part as the two take a moment.
"What about you, Yurei?" Jiyu Yurei, the man on the phone and sitting at the table shuffles in his chair and says:
"Quite a bit, actually. Ah, The largest being I got married.." There's an audible spit take on the other end of the phone as Yurei waits for the man to cough up whatever he was drinking.
"Uhh. Shit! Congratulations man." he finally sputters out. Yurei stifles a chuckle as he continues.
"Yeah, five years now. I would've invited you but being retired.." Yurei is interrupted by the man on the phone, being a bit rushed and short with his wording.
"No, Its fine, I understand. Being retired from the hero scene like that leaves you with enemies, more people, more loose ends, that's all. I understand."
"Right." The two sat in silence for a few more seconds before Yurei said:
"So, what did you think of Kamino last week?" an audible sigh from the other end of the phone is heard, as Yurei leans back in his chair, switching his phone to speaker mode.
"Honestly? Its fuckin' scary. Not that All Might won the outcome, no but that it was Apparently All Might's retirement. Before you ask-" Yurei's breath to respond was interrupted. "It's good that the man retired, he's been at it for a long time now, since I was a kid, but that place he was at, Number 1 and the "Symbol of Peace". Coming from the Director of affairs and Head Warden in Tartarus, its a bit of an empty title, but he did something. Endeavor holds the place now, and Crime is higher, not to mention the whole ordeal with the League of Villains… Its a scary situation it could put the country in a state of peril, or just tear us apart if they have those… Things that they did. Multiple quirks is just unheard of. But not only that but the members that they have. Highly dangerous in their own right, but together. Yeah, its all a fucked situation." Yurei simply listens to the man talking, and hesitates for a moment before he says:
"Think the Heroes can get this under control?" The man on the other end of the phone is silent before saying:
"It's not unlike heroes to pull off something that seems impossible. But this is a little different."
"How so?" It was a genuine question on Yurei's part, but it received a scoff from the Phone.
"Organizations have never had people this powerful, or experiments like.. That. The "Nomus" as they were called are something I would've expected out of the government experimenting on people. This is something else. Maybe its China that's funding something like this, but if it's something like that, it's already out of the Heroes' reach. Not to mention the possible war with the criminal underground itself if we start sending heroes to investigate the finer parts of Japan's Underground. I can't even imagine the amount of warrants that'll have to be signed. Sorry, I'm rambling but the state of the country is concerning." Yurei nods his head and leans forward on the table.
"So you think that heroes can't do anything?"
"What? No, not at all. I just think that we might tear us apart before we tear them down." Yurei let the words sink in and asked:
"Think there's a better solution?" The man is quiet for a moment, as if his mind is going at a million miles a minute trying to come up with a solution.
"Of course. Its just that the solution hasn't come to anyone yet." Yurei hesitates for a moment before he says:
"I have a potential solution." The phone is silent for about ten seconds before he responds with:
"Well, lay it on me." Yurei shakes his head and puts the phone off of speaker again.
"I don't think its a good idea to discuss this over the phone. How about lunch tomorrow, we'll catch up and discuss my Idea." There's a chuckle heard on the other end of the phone as he says:
"Alright, Yurei. How about Kabuki? In Spira." Yurei nods and says:
"Yes, perfect, I'll see you then, Kitsukoyaku."
"Just call me Jin. See you then." Jin hangs up the phone as Yurei lightly puts it on the table. He practically vibrates as he looks up and restrains the urge to shout.
"Yes!"
"Hey, Hun. I assume your call went well." The voice nearly startles Yurei but he keeps his composure as he turns around to see his wife, with a fiery orange and yellow color hair, and blue eyes. Yurei stood up and said:
"Yeah, Great. We're going to lunch tomorrow to talk about some stuff." His wife nodded as she started walking to the bedroom.
"You coming to bed?" Yurei nodded and said in a few minutes as the woman walked into the room. Yurei walked over to his office, a small room with a computer and a scattered mess of files, more traditional in design, but still an office nonetheless. He hopped onto his computer and accessed the Database for Tartarus' villains.
"Let's see who we can get here." He briefly looked through some files before pushing the computer away.
'I doubt I'll find anyone useful in there. The only ones put on the database are the ones that they feel comfortable letting anyone who can hack in to the Database know of. I think I have a physical File here somewhere of more confidential subjects.' Yurei roots through his library, filing cabinets, and scattered Files, before licking his lips and sitting at his desk. He takes a look directly at a bookcase. He spots a folder, orange in color and without any labeling. He gets up and takes the Folder out. Inspecting the entire exterior, there still isn't any labeling. Its about as thick as a book, being roughly two and a half inches.
"Promising." He mutters, as he sits back at his desk. Opening up to the first page, it reads:
Tartarus Prisoner Files: TOP SECRET. These files are not to be shown to the public, and these prisoners are to be kept a secret known only to those who posses the seven (7) Copies of these files.
The files are heavily redacted for the sake of keeping peace and preventing potential evildoers from attempting to break these prisoners out of Tartarus. Handle files with extreme caution.
"Here we are." Yurei mutters, opening up the files. The files were organized in such a way as to progress from "Lighter" Reasons they are in Tartarus, to the Heavier, containing information such as their age, height, Gender, and Security Detail, ranking from the minor "Limbo" To the most guarded "The Pits."
"Some of these people would work." Looking at the clock, Yurei closes the File and places his laptop on it, leaving the room.

"An interesting development."
Meanwhile in Osaka, Suminoe ward
"FUCK YOU!" one man yelled, dressed in casual slacks and without a shirt. A hairy chest with the occasional scar. He wasn't buff, by any means, but he wasn't lacking in muscle either. With greenish yellow hair and orange eyes, his face has finer features, being square but rounder towards the cheeks.
"WHAT DO YOU MEAN!?" another shouted back. This one, being an older man, who thankfully has a shirt and what appeared to be a skirt hanging down to his knees. A mop of blonde hair and green eyes, He had almost a babyface, being more rounded and younger looking, but he somehow still looks his age. He was Holding a half-empty bottle of Sake in his left hand, firmly pressing it against the table.
"YOU MEAN TO TELL ME RYUKYU ISN'T HOT!?" It was a ridiculous argument in the first place. Starting with which heroes they though they might have a chance at beating in a fight. It then devolved from which Female Heroes might consider dating them. Then it brought them here… The two were standing over a table in the Kitchen of the complex, clean, white, and spacious, looking nearly untouched.
"HAVE YOU SEEN THOSE TEETH!? ARE YOU ON THAT NUT SHIT!?" Remuru Satoshi. Otherwise known as the Pro Hero "Geist".
"HER TEETH ARE PERFECT! NOT EVERYONE CAN HAVE YOUR PEARLY WHITES!" This is Seki Rondu, a younger Pro-Hero known as "Revert". Having become a Pro Hero only six months earlier, he's still new, and really doesn't know not to argue with your superiors, especially if they're a little drunk.
"SHUT UP RECRUIT! SHE'LL BITE YOUR DICK OFF BY MISTAKE!"
"NOT ALL LOVE IS SEXUAL, YOU DEGENERATE!" This made Satoshi flinch a little bit as he returns with a much softer:
"Stop shouting, you'll wake everybody else up." He looks to his left, down a hall with several rooms. Seki glanced down the hall and sighed.
"Right. Sorry. But Its still true." Satoshi rolled his eyes as he sat back on his chair, taking a shot of Sake.
"Yeah. I guess." The two sit in silence for a minute before Seki says:
"So, wanna talk about last week?" Satoshi rolls his head on his shoulders and states:
"What's there to talk about? All Might retired, his secret was revealed, and Endeavor was labeled No.1. End of story." Satoshi sighs and looks up towards the skylight in the room, looking at the stars.
"You're drinking a hell of a lot more than before." Seki just shakes his head and leans on the table. The kitchen is silent once more, the only noise being that of the passing car outside. Satoshi could swear he saw the Man's eye tick as he mumbled:
"We're a little fucked." Satoshi just looks at the man and blows a soft raspberry at the older man.
"Yeah, I've deduced that. We're gonna be working overtime from here on out." This time Satoshi snatches the bottle from him as he takes a swig. He puts it down and swallows, coughing up a little liquid.
"I don't understand how you drink that. Its nasty."
"It's an acquired taste. You're right about us having a lot more work, but its not all bad. I'd assume Hawks will be Number one in a month or so when the new polls are updated. He'll be a good harbinger of peace. A Hero who can be everywhere at once with his feathers.. That's a hell of a quirk." Satoshi shrugs and responds with:
"But until then, we're going to be waiting for a while. It'll get hairy during that time. What do you intend to do?" The man shrugs and sighs, putting his feet on the table.
"Work. Work until things do get resolved." Rolling his eyes, he is about to say something when he's interrupted by the radio on the kitchen counter.
"There's a robbery taking place at 3978 West Torogo Street. The Bank is closed, but the silent alarm has been tripped, suspects quirks are unknown, and they appear to be armed as well." The two people at the table look towards the radio, and Satoshi puts the bottle down and cricks his neck.
"It's best if we leave that be." The statement caught Seki off guard entirely as he looked back.
"What do you mean? Its a bank heist. We should stop it." Seki gets up out of his chair to prepare when Satoshi says:
"It's a mile and a half away, we wouldn't get there in time. Besides, if its West Torogo, someone's on it already." He just looks at Satoshi incredulously and throws his hands up.
"Who? We're the only hero agency in reach, unless someone is patrolling, which is unlikely seeing as this is the sleepiest part of town." Satoshi spares him a glance and looks at the skylight, seeing the waning moon. He closes his eyes and reaches into his pocket, making sure something is there. He tells the younger man:
"That Megawatt guy is on his way already." Seki's jaw nearly drops as he starts to bolt to the stairwell.
"All the more incentive!" Satoshi rolls his eyes as he uses his quirk, Geist, to shoot through the table and to the door to the stairs. Reverting to normal, he looks over the railing and sees Seki sliding down the handrail.
"We got to stop them!" Satoshi rolls his eyes as he calmly walks down the stairs. Peeking through the crack in the door to the locker room, He finds Seki already stripping his pants off, holding his costume in his hands.
"No, we don't." Seki stopped this time, holding his costume in nothing but boxers at this point. There were a whole assortment of lockers, all silver, and most unoccupied.
"Why? There's a robbery, and Megawatt, you know, the guy who's been killing criminals as of late. Its a two in one, we lock up a serial killer, and we stop a bank heist. There's no reason NOT to stop it."
"Look, kid, there's-"
"Damn it, I'm not a kid, I'm a grown ass man!" Seki interrupts, starting to hop into his costume, from the back.
"OK. Seki, you've been a hero for less than a year. You're twenty, right? Got out of Hero school last year. I understand that you still have this sense of "Righteous Justice" But there's more to being a Hero than that."
"No shit, like arresting people who are doing things to-"
"Shut the fuck up for a second and listen!" Satoshi shouts, silencing the younger man. Satoshi shakes his head and gains a grim look in his face, avoiding looking at the young hero.
"Sorry, but you have to think of things outside of arresting everyone who's using a quirk illegally."
"Like.." Seki waits for him to go on, while Satoshi enters the Locker room proper, and takes a seat on the concrete step leading to the actual lockers.
"Public perception. When All might retired, Faith in Heroes received an immediate drop. People like vigilantes are receiving a higher reputation because of this. They're seen as people who are willing to break the law to do some real good. How's it going to look when in the papers tomorrow the people see that We, Heroes, arrested someone who was taking care of the streets, the stuff that a lot of the time we don't care to go patrol ourselves. People see someone like a vigilante as someone who is willing to permanently remove a problem. And they see us as poster children for them. So when we arrest someone like that, they see us as no better than the villains. Criminals with a permit." Seki just stared at the older man and scoffed.
"That's stupid. It doesn't matter what they think, it matters what's right."
"You're right. But that doesn't change what people will think. If people think we're no better than a villain with a permit then they'll do something about that. They'll complain to the Prime minister, come up with evidence as to why Heroes should be abolished. The people are what matter. The people choose what's right and wrong. So if they think that arresting a Vigilante is wrong, they'll be on us for that." Seki sighed at the statement, and sat down himself, opposite of the older man.
"But In the eyes of the law, we're right. Arresting a killer. That's it, plain and simple."
"Plain, yes. Simple, No. Look, in me early days of being a hero, I was like that too, but when I took in a known Vigilante, I can't remember his name, the media and the local people hated me. The vigilante was like their own Hero, the guy who looked into the crimes that Heroes either couldn't didn't bother with. I was still new, and just happened upon him kicking the shit out of some drug dealers in the warehouse. I ran in and helped him out, but when I found out he was a vigilante, I arrested him along with the drug dealers. Long story short, everybody in Yokohama has filed a case against me. And used legitimate evidence. I didn't have a warrant to enter the premises, and it bit me in the ass. People love an underdog. They love vigilantes. That's all I can say."
Seki looks down at the ground, and puts his head in his hand.
"Even the law can favor a vigilante."
"Fuck my life." Seki takes off the little he put on of his costume. And places it back in his locker.
"They'll be doing us a favor in a little bit, I'll tell you that."
"Even the killers." Satoshi barely finished his sentence as he said it, with Seki looking dead at Satoshi.
"Even them. They're a little less popular, but they're still appreciated for the work they do." Seki stands up and walks away, going back up the stairs.
"I'm going to bed." Satoshi nods, and looks at his watch.
"We leave in five hours for patrol. Better get your rest." He says to the now empty room. Satoshi stands up and turns off the lights to the room.
Elsewhere
A man lays at a desk, drooling on a keyboard in front of a computer monitor. With graying black hair and- if you were to open them, orange eyes, with a fair amount of wrinkles on his face.
Ring..
Ring..
Ring..
Ri-
"Pfft. D-D-Duh Detective Miru. Osaka Police." The man quickly snatches up his landline as he smacks his lips and stutters on his words, rubbing the sleep out of his eyes.
"Oh, yes Detective, I was calling about that Missing persons file I reported."
"Oh, uh Najima-san. I've been working on the report for a while now. I'm sorry to say that I haven't been able to find anything in regards of your daughter yet, but-"
"That's what I've called about, Detective. After our argument she just went to her friend's "Hangout". She came home just now. I'm sorry to bother you." The woman on the other end hung up as Miru was left with his mouth agape. He put the phone down and let his head smack into the keyboard again, waking up the monitor.
"Another dead case?" A feminine voice behind him says. Miru looks up as the woman comes into his view, to the side. She looks reptilian in nature, with the eyes, lack of hair, and scales leading up her face. She has good posture, however, and a human form, with appendages such as thumbs. She's wearing a uniform telling of the phone operators, she even has the headset on.
Miru lifts his face up and rubs it some. He turns in his chair and looks directly at the woman, sighing whilst saying:
"Yes. Work for four days straight and this is what happens." The woman takes note of the many coffee cups around him, some of which being Iced. She picks up a can of energy drink and tosses it in the trash right next to her.
"Sorry."
"Don't be. Its not your fault she didn't even try to check to see if her friends let her stay over. Its kind of weird, seeing as I'm sure I checked all of her acquaintances' residences." Miru started cleaning up his desk as he said this, picking up coffee cups from in front of his name tag, revealing his full name: Sejiro Miru. Tossing each cup in the trash, the woman stands there, and says:
"You should take a vacation, Miru-san. I've been working here ten years and I have not seen you take a vacation once. That can't be good for you." Miru glances at the lady as he tosses some more cups in the trash.
"Why should that matter to you? I don't mean to be rude, but I think whether or not I vacation is mostly up to me." The lady was silent for a moment before saying:
"I know that, its just seeing someone work themselves like you do makes me… Nervous." The two glance over at the desk right next to Miru, with a picture of a young man on it. Alongside it, were two candles along with a bottle with a flower in it. Miru stares at the scene and shakes his head.
"If I haven't been broken by what I've seen yet, I never will be." Miru looks back at his monitor and closes the case he had on the missing persons from before.
"That's what Jikkai said." Again, the reptilian woman looks over to the desk and sighs.
"Vacations are bad for you anyways. It gives you more than enough time to think about the things you've seen or heard." Miru finishes clearing his desk as he opens up his computer again, searching through files on the police database, looking through the most wanted as of now.
"It's not just you, you know. I'm trying to convince everybody to take a break before Crime starts to skyrocket. It'll be stressful for everyone around here, and we'll get more cases than we'll bother to count without the heroes around as much. It'll be too much for some people."
"Well.. I'm not like some people. I'm not going on vacation because All Might retired. That's dumb. Besides, we'll be needed when the crimewave does hit." The woman rolls her eyes and mutters under her breath:
"Or you're just a workaholic." The man raises an eyebrow and states:
"I've been working here for thirty four years. Since I was twenty. I've seen people come and go, and I've solved more cases than anybody else here except the senior detective. I'm not going to slow down for fear of a spike in crime. Now, is there anything else you want to tell me?" The woman just sighs, and says:
"About fifteen minutes ago we got a silent alarm from that bank on West Torogo. There's a scene there, if you want to check it out." Miru raises an eyebrow and says:
"West Torogo? Did we send anyone there?" The woman nodded and sat herself down on the desk.
"I sent six officers there to check it out. Five minutes ago, they had me call the coroner." Miru stares at the woman and asks:
"Why didn't you tell me when you called the coroner?" The woman shrugged and said:
"You looked like you needed your sleep." Miru just glared at the woman before he got up, putting on a brown overcoat over his short-sleeved Collared white shirt.
"Very well then, I'll be on my way. Just need to grab some-" He doesn't finish before the woman pulls out a coffee holder behind her body, which she was holding behind her the whole time.
"Thank you." Muri says sincerely, as he saunters off, grabbing one of the coffees from the holder. The woman sighs as she gets off the desk.
"I swear, that man is going to work himself to death."
Five minutes later
A car pulls up to a bank illuminated by flood lights, with police tape along the entrance. Miru stops the ignition as he opens up the door to his car, getting out and walking towards the entrance. Standing at the entrance are two officers, each talking to one another.
"Are you the ones who got on scene first?" He asks, approaching while sipping on some coffee. The two officers looked at him for a moment before one nodded while the other said:
"Detective. Good to see you on scene. We-" The officer is about to lift the tape and take a step inside, when he's stiff-armed in the chest by Miru.
"Don't take another step." The officer is understandably confused as Miru gets on a knee and takes out his flashlight, looking on the ground where the marble appearance of the bank floor switches to the concrete sidewalk outside. It was faint, but Under the light a bloodstain could be seen.
"Oh.." The officer says, slightly embarrassed.
"Tell anyone else who comes here to come through the back." Miru says, looking up and down where the bloodstain would lead, not finding anymore. He turns off the flashlight and walks around the building, the officer following close behind.
"Tell me, when you came on scene, what occurred?" The officer shifted uncomfortably as he responded.
"Well, My partner and I were first on scene, and the alarm was blaring, a window was broken and we couldn't see anything inside. We got behind the car and my partner snuck up beside the door. He opened it up told everyone in the building to put their hands up, and he saw the corpses." Miru nods and walks through a door on the back of the bank. It wasn't even attached, as the door appeared to have been welded off.
'Interesting. It seems like the sensors for the entrances were disabled. They knew what they were doing.' He steps over the door and looks over to the vault right next to him, which was in the process of having some sort of arc welder burn through it. He takes another few steps and finds himself behind the teller's desk. The Plastic barriers were all in various states of breaking, from a few cracks to just outright looking as if someone was thrown through one. Its there that Miru sees the first corpse. At first, he'd assume the person was alive, if it wasn't so telling in how they soiled themself. He kneels next to the corpse and doesn't disturb the body, seeing if he can look at the face. Since the corpse was facing to the side, he was able to discern a male, about in his mid twenties. He shook his head and stood up.
"Why don't you just turn on the power? What's wrong with it." He states, noting the flood lights illuminating the room, rather than the bank lights.
"Well, the breakers are all fried entirely, we couldn't get the lights on if we tried." This gets Miru's attention as he reiterates:
"The breakers are fried?"
"Yeah. I tried to get the lights on when I got in here, but I only burned myself-" The man rambles on, but is only ignored by Miru.
'Megawatt.' He stands back up as he looks over the desk, and his jaw nearly drops.
"What the heck happened here?" To his right, is a hole in the floor, about a foot in diameter, and appears as if it was burned through. About two feet away from that, is another body, this one looking severely beaten and somewhat bloated, as well as burn marks around the throat. And to the left, was by far the bloodiest scene he ever came to. On the far side, in the corner, was the remnants of a person, with a hole blown not-so cleanly through her. He could see the bottom of her heart, as well as intestine hanging out the stomach area, with said stomach nowhere to be found. There was blood. A lot of blood around the area of the body, on the floor and the wall, some of it on the window showing the street.
"Y-Yeah. I dunno." Miru looks back at the man, who is clearly having a hard time looking at the corpse.
"Hey, go back outside. I got this from here." The man nods and turns right around. Miru watches him and waits for him to get back around, before vaulting the desk and tapping the shoulder of one of the photographers.
"Got enough pictures of the hole there?" The photographer absentmindedly nods, as they start to head towards the rear of the building. Miru smacks his lips and reaches into his coat, pulling out two disposable gloves, kneeling next to the hole. He hovers his head over it and takes a sniff. He recoils and shakes his head.
"I hope that doesn't give me cancer." He mumbles reaching into his coat again, pulling out a pen. He pokes the edges of the hole a little and gets no response.
'Still feels like marble. But in here..' somewhat reluctantly, Miru sticks his hand in the hole, pen first. He reaches the bottom, and feels slight resistance, and his pen sinks into the substance at the bottom. He pulls it out quickly and sees a blackish, orangish gray substance on the end of the pen, with a slight smoke coming off the end of the pen.
"That's either some sort of acid, or.. Lava?" As he says it, the pen catches fire, and Miru drops it again, into the pit.
"Lava it is." He notes to himself, as he reaches into his coat again, taking out a notepad, and tossing it to his side. Rather than it falling to the ground like it should, it started floating, with some of the pages flittering a little. He then takes out another pen. He takes a quick glance and facepalms.
'I just stuck my favorite pen in lava.' He thinks to himself, tossing the cheap plastic pen to the side as well, the same current catching it. He stands back up, and the pad and pen follow him. He then walks over to the body, and notices a few more things right off the bat.
'Slight yellow sclera discoloration. He had a liver disease.' He takes out a small prodding stick and opens up the man's mouth. 'Dry. Hadn't drinken anything in a while or he was electrocuted so much the liquids in his mouth dried up. I'm willing to bet the latter.' He wipes off the stick on the corpse's shirt and stands back up.
"Now, onto you, beautiful." He turns around towards the mess in the corner and stares at the corpse.
"I'd assume the cause of death would be having… Whatever shot through her." He walks up to the corpse, and stops just before the blood spatter begins. He peers over but opts to not investigate that any further. The pad and pen scribble in the air as Miru strolls over to the front entrance, kneeling towards the blood stain leading out.
'It's not serious bleedings, seeing as it stops pretty soon. At worst a stab to the lower stomach or maybe the shoulder. Makes sense why they'd run. Hurt like hell.' Again, he takes a small baggie out of his coat and takes out some tweezers, picking up a still dripping bloody cloth, he places it in the bag, sealing it.
'Going to have to take this to the Lab to get it analyzed, see if this person was a criminal before or if they had a visit to the hospital before.'
Miru grabs the pad and pen out of the air and puts them in his coat, swiftly walking back towards the back of the bank.
"Finally, an interesting case. For once." He mumbles to himself, sauntering out of the building.
The next day, Nishiyodogawa ward.
"Thank God we're out of there!" a slender young woman says, leaning back on her seat on the subway. 5'7" With Jet-black hair set in a braid about halfway down her back with Black Upturned eyes and an angular face. Sitting next to her is her friend, with gray hair, blue eyes, and a shorter build.
"I know right? God the whole Sociological course is murder on my sanity. How bout' You, Jin-Chan?" The Woman with Raven Hair, looks at her for a moment, giving a completely deadpan look and says:
"Mako-Chan.. Psychology is My Major. By Default, I have to study Sociology. I understand some of it, but you should Know that this is kinda my thing." Mako Looks over at the girl and states in a slightly Irritated tone:
"Then why are you so glad to get out of there If that's 'Kinda your thing'?" Jin sighs and rubs her face.
"It's because of the damn Teacher. He's so blank and doesn't even try to put anything in a manner that someone could even remotely understand. Not to mention he's on the verge of death." Mako rolls her eyes and says:
"He's only sixty, you know." Jin's eyes widen as she side-eyes Mako.
"He looks ninety."
"I know, he aged kinda poorly." Mako takes out her phone and looks at the time.

"Wanna grab Lunch?" Jin Looks up at the screen on top of the subway displaying: "Spira". She lightly Glares at Mako and said:
"You want the discount from Kabuki?"
"Yeah." Mako gives a shark-toothy grin as Jin Sighs.
"Sure. Why not. We'll have lunch before I have to prepare for work." Mako vibrates and claps her hands.
"Sounds like a plan!" Jin lightly smirks and leans back on her seat while Mako goes on.
"By the way, the electrician guy will be at the apartment in an hour or so. So we can finally get the outlets in the Kitchen working." Jin sighs and says:
"Finally. Thanks for calling in, I'dve done it but with the hours I have-"
"It's just a call. I'm Hungry. Thank me by letting me get that discount~" She drags out the last word as her head drops violently slightly, while yawning.
"Tired?" Mako nods and yawns a little bit.
"Taking the Graveyard shift is hell on my sleep schedule. Can't wait to sleep when we get back." Jin nods as they feel the train coming to a stop.
"Now Arriving at Spira Station. Please keep clear as the doors open and the Train comes to a full stop." A voice over the intercom says. The two look at each other, and get up, holding onto the handrails. The two exit the train and start walking down the street. Jin walked with a pep in her step while Mako trudged along. It gave her a bit of time to think.
'I wonder where Megawatt ran off to last night. One second he was telling me to piss off, then he just bolted. Heh, Bolt.' She takes a turn over to the Restaurant: Kabuki, as the duo walk in. Its a fancier restaurant, as its in a more luxurious part of Spira. The two college students normally couldn't pay for a place like this, but Fortunately, Jin happens to work there. It helps that Jin can eat for free and a guest can eat for 80% off.
'The wonders of employee benefits.' The two wait for less than a minute before being led to a table and given menus. Its an awkward silence for a couple minutes as Mako says:
"What's up lately? Hear any Gossip while working?" Jin just sighs and puts her head in her hands.
"You'd think a week would be enough time for people to adjust to something different." Mako manages a chuckle and says:
"Is that really all people discuss these days? The Kamino thing?" Jin nods and rubs her hands through her hair. "I understand its a tragedy, the whole All Might retiring and the 'face of peace' or whatever but its stupid that people care that much for an old dude in Spandex." Mako continued. Jin nearly spit out her water at the last section as she put the glass down.
"That's a little harsh." Mako rolled her eyes as she says:
"Maybe. Sorry about that. I know how you feel and all but I just don't like heroes. I think I prefer the way some place like America does it, you know.. Just letting everybody use their quirk, so long as its not in an evil way. That and everyone else on the street can stand against criminals." Jin shrugs and says:
"I think they're good faces to deter crime, like The 'Old dude in spandex'. It's intimidation, but it worked." Mako snickers a little and says:
"Maybe…" She drifts off into thought, or perhaps a caffeine-induced crash.
"Anyways, whatcha thinking of ordering?" The conversation got a bit stale from there, as not three tables away, two men stared at one another, who were in the middle of ordering as well. The man on the left, was Jin Kitsukoyaku, a small, hairy, and chunky man. But not chunky in the traditional sense, however, as under his suit, were muscles unlike that of a regular man. He resembled a bull, more than anything, and was even complete with a nose ring. He had brown eyes and reddish hair, and had darker skin, as if he had a light tan. And to the left, was Jiryu Yurei, wearing a business casual suit, with a briefcase on his left, as they looked at one another.
"You look good, Jin." Yurei said, as he put his menu down. Jin smiled lightly and suddenly and violently coughed, quickly putting his mouth in his arm.
"Sorry, mild bronchitis." Yurei raises an eyebrow as Jin quickly reassures:
"I'm not contagious. The wonders of doctors, right?" Yurei sips on some tea and responds. "Yeah. Getting the usual?" Jin laughs lightly at this and nods, saying:
"Last time I was here it was with you, so yeah, I won't wander too far off." Jin signals a waiter, who spots them and makes their way over. "Can't beat good ol' Yakisoba." Yurei nods as he orders some Tonkatsu, on Rice. Jin coughs a little more as he says:
"Now that nobody is likely listening, what's this plan of yours?" Yurei nods as he reaches for his suitcase, but hesitates, opting to take a different approach.
"A little background first. When I had to retire from being a hero, I tried a lof of different things to do as work, but I just couldn't stick around with a lot of them, so in the end about six years ago, I started working with as a correctional officer, working with Freed villains in order to rehabilitate them with the outside world. Its fascinating, really how different someone is who gets into prison versus how they get out. Or who they were arrested by. It made me think that it's possible to put villains back out on the street, and that they can do good. I've had Burglars become doctors and murderers become soldiers. Bad people can do good in the world, and they can stick to things they're good at in the regular world. That's where I got this Idea." Yurei finishes as he brings up the Suitcase, taking out a document, heavily censored, but still understandable. He pulls another document out from under the censored one, identical with the exception being that it wasn't censored at all, showing names, images, and details regarding criminal history.
"I've been thinking about this for a while now." Jin nods as he looks over the document.
"These are-"
"Villains From Tartarus. All of which can't be found on the Tartarus' Website, even if you were to hack into it." Jin takes a breath and says:
"You have a physical copy of Tartarus inmates." He's obviously dumbfounded, as he just looks over the document, carefully reading some of the names.
"The hell.. You even have A copy of someone in The Pits…" Yurei takes a quick breath and tells him:
"Yeah, only for the past year or so. If you don't understand what I'm saying, then I'm suggesting-"
"The Villain Extraction Protocol." He says, looking at the top of the page detailing the Plan. Yurei nods as he takes a deep breath.
"Ten years in the making." Jin Puts his head in his hands and says:
"I get it. I really do. Sending Villains out to go risk their lives instead of our Heroes. Its not a bad plan, if not extremely flawed in almost every aspect."
"And making the number 2 hero infiltrate the League of Villains isn't flawed?" Jin hacks a cough and says:
"How do you know about that?" Yurei shrugs and says:
"Being the former no.7 hero has its benefits. Why is Hawks being sent to act as a villain? Why not have an actual villain do it?"
"Because Villains would likely side with the league. Hawks is a prodigy and just a good person. Simple as that."
"And all that to tear down the League, and probably in turn the view on Heroes themselves?" Jin froze mid-sip of his tea, as he placed it down.
"It wasn't my decision. But I think its the best we have for now." Yurei eyes him carefully as they fall silent, their food arriving. Jin Digs in as Yurei refrains.
"Even if it brings the downfall of Hero society as we know it." Jin scratches his forehead and puts his utensils down.
"You know its not what I want."
"Even so, Think about the man himself. What if he turns on you? He's 22, fresh out of Hero school. He can go against us."
"He can't be swayed that easily, and you know it."
"But he can sway people." Jin stops mid bite at this remark, and puts the food down.
"If people find out he's working with the villains, people will follow him, even if he's on our side. But we can't tell people that, can we? Since either side wreaks havoc. If we admit he's not a villain, the villains will know he's duping them. But if we do say he's a villain, his following will tear the country apart, including Heroes. And if we say nothing, the government takes the fall. Its bad for all of us. Not to mention if the kid really does turn." Jin nods, and facepalms.
'Damn it. He provides a solid reasoning. Not only that, but he's right, entirely. Hawks isn't likely to turn his back on us, but others…'
"Then what? How do the Villains come into fruition in this plan?" Yurei nods and says:
"We send out the Villains to Neutralize the League of Villains before They become a true threat. That and to stop any other villain or hero that is associated with them."
"So we're sending them to kill the league and Hawks?" Yurei is left with his mouth open for a moment before saying:
"No, Hell no, not what I'm saying at all. I'm saying that these villains will not be known to anybody outside the Prime minister, yourself, me, and the people who have to pass this project. They'll be able to kill an evil hero and nobody will bat an eye, they simply were defeated by a villain. Nor will they suspect when a villainous organization is dismantled, as the public will see it as a rival business or something of sorts. The public won't know of our, or the Government's interference in lowering crime." Jin just looks at his Yakisoba, half eaten as he mutters:
"You're right. But what makes you think they won't turn on us or just run away?"
"I already planned some.. Precautions. Should that happen." Jin remains silent as Yurei continues.
"These guys are the best at what they do. I'll assemble a team, which will track down villains, and defeat the turned heroes. I have a general Idea of who I want on this team, but some others need some more persuasion. These guys are our only chance at tracking down the League of villains and others like them. We need to start thinking like villains, otherwise, we'll regret it." Yurei says, finally starting to eat his tonkatsu. Jin puts his head in his hands again, as he looks at his watch and takes out his phone, pushing a button.
"Fine. Who's the first on the list here? The Alchemist… Okay, not a name but fine. We'll go there now." Yurei gulps and says:
"Isn't Tartarus in Hamamatsu? Like, a hundred miles away?"
"Being the Head warden mens I get a helicopter whenever I need it. Come on, we're leaving." Yurei looks at his less than half eaten meal and shakes his head, putting the papers back in his suitcase, as he leaves some Yen on the table and leaves.
Back with The Other Jin And Mako, They finish their meal as Jin says:
"Ready to go?" Mako just nods as she struggles to stay awake, standing up to leave. They walk in silence as they head over to the train again, when Jin looks over her shoulder, and sees two figures on top of a building.
"Hey, Mako-chan, have you ever been attacked?" Mako gives Jin an incredulous look as she watches the figures disappear behind the building.
"I mean, has anyone ever thrown a punch at you or tried to start a fight?" Mako shakes her head and opens her mouth, revealing the rows of shark teeth.
"I can deter anybody just by opening my mouth. No, I haven't." Jin just nods her head and says:
"That's Pretty lucky." Mako stares at Jin, urging her to go on.
"Well, physical intimidation is- We're discussing this in psych, but physical intimidation is a trait that most people find deterring, even the really confident people. An intimidating face or presence is bound to make people think twice about approaching you, much less following through with a fight. And even though we have quirks, we haven't exactly evolved as people to accept certain people as being actual people, but instead see them as something that causes a fight or flight response. Its really interesting." Mako simply rolls her eyes and says:
"So the reason I can't get a girlfriend is because of having bad teeth?" Jin doesn't miss a beat as she replies with:
"I think your attitude is a bigger deterrent than an evolutionary trait." Mako snorts as she merely runs a hand through her gray hair.
"If I wasn't tired I might actually laugh at your burn. But that sounds like Justified Racism." Jin just shrugs and gets on the train with Mako, having to stand this time. Its more noticeably crowded, with an assortment of people getting on each of the train carts. "Maybe it is, but its an actual response in the.. Amygdala- I think- Portion of the Brain. Its probably one of the more interesting parts of the course."
"Can we talk about something that's not Uni for a bit? I'm still dra-" She was interrupted, however, as the entire train was thrown forward at an unexpected acceleration.
BOOM!
Everyone standing up was thrown to the ground, as Jin and Mako were tossed into other people, with Mako smashing into one of the support poles, headfirst. Jin was a bit luckier, having crashed into a pile of people. There were screams of confusion and pain as Jin got up and sprung straight into action, making sure people were okay. That was until she looked back, finding a good portion of the back of the train wall was missing, along with the previous cart entirely.
"What the hell?" She muttered under her breath as they got further away from the half destroyed and flaming remains of the previous train.
Ten minutes earlier, on a rooftop.
Seki was currently Fuming. Not necessarily at anyone in particular, he was just angry. What Satoshi told him the night prior wasn't exactly comforting news to hear, especially when he saw the news earlier that morning.
Three dead. Granted, they were all sneaking into the bank, but still, As far as Seki is concerned, they're still three people that could have been saved, especially the one with a hole through his torso. As far as Seki saw it, nobody should die like that. But with everything that Satoshi told him, he couldn't be exactly Angry at The Vigilante. Megawatt was known for these things, killing Villains in sometimes awful ways. He was elusive, for the most part dealing with small time things, such as drug dealers or back alley muggings. Nobody even dared to give out a lick of information on him, and Seki assumed it was out of fear of the man for the longest time, but Satoshi made him realize something:
Civilians praised that type of person, and they wouldn't give out information that easily. Not necessarily the murder portion of it, but the fact that someone is willing to deal with such a small problem, permanantly at that. It sickened him to no end. Wearing his hero outfit, it consisted of a light blue helmet with a slight white crack in the right side, along with a skin-tight torso piece, that only covered his pecs, leaving him to show his abs, as well as More baggy darker blue pants, and a pair of flat shoes.
"Seki, you on the line?" The voice of Satoshi comes from a built-in earpiece from his left ear in his helmet. Satoshi touches the side of the light blue helmet and replies.
"Yeah. Tell me, why are we the only ones out here right now?" Satoshi scoffs on the other end and says:
"I sent everyone else scattered about Osaka, I just needed to talk to you."
"I think you talked to me enough last night. I don't think there's anything else left to say, Satoshi." The man on the other end cringed as he kept going on.
"About what I told you earlier.. It's not always a bad thing to get at the vigilantes."
"That completely contradicts what you told me earlier." Seki said in a completely deadpan tone while Satoshi sighs.
"Look, When I said that, I meant that you need to tread lightly on that ground. Someone like Megawatt is highly regarded by the people on the street, but he's an awful person. The actions of putting a vigilante such as himself away can lead to a revolution of sorts. But that doesn't mean you have to neglect your hero duties to leave them be. Like that… What's her name.. Black Flash, that's it. Like her, she's a vigilante we can probably leave be, since she just leaves villains tied up somewhere to be arrested. Megawatt in an anomaly in this case, since the civies love him, but he does awful things. We're left at a crossroads. Normally people would love to see him put away, but for some reason they don't around here."
"Because they're insane."
"NO! No. Not that. Its because Osaka has been neglected by Heroes for a really long time, and its been left to be ravaged by villains. That's when The Rise of Vigilantes came about. Around here. The people see them as a saving grace of sorts when heroes were short."
"I don't like it."
"I'm not asking you to like it. I'm just saying you have to accept it." Seki rolls his eyes as he activates his quirk, placing the palm of his hand on the roof. He takes a few steps and gets a running start, jumping off the roof, onto the next roof.
"I get that. But I still hate it." Satoshi sighs on the other end as he continues.
"I don't like this side of you, Seki. I really don't. You know, this is how a lot of Heroes end up being forced into retirement. They don't understand how the world works, since they get out of high school and think they're ready to face the world of villains, but they get angry that it isn't how they imagined. People have gone crazy in this profession." Seki waves him off as he notices something down below.
"See that?" He points out in the radio, a man on the street, wearing a heavy coat and hood.
"The guy in the Jacket? In the middle of summer." Satoshi states, waving at Seki at the opposite building on the other side of the street. Seki just nods and says:
"One second, I'll be over there."
"Nope, Its easier for me." Seki just rolls his eyes as he stands on the building watching the figure below and taps his foot impatiently. Its only a few seconds later that Satoshi comes into view, in full costume. He wears a visor, with a tiny green fin on the top, and a More bulky suit that reaches his waist, before he has a skirt to about the knees with the same thick rubber-like material.
"Took you long enough. Should we follow him?" Satoshi just nodded as he transformed- a green ghost-like thing with a tail flew off the building while Seki grabbed onto the ledge and slid down the wall, dragging his hand along the wall. Using his quirk, he slowed down his descent as he hit the ground, no harder than jumping up and down. In the alley, Satoshi Peeked around the corner and says:
"I'm going back up top, stay on ground level and follow them. Keep a mark nearby just in case he really has a bomb or something." Seki doesn't miss a beat and counters. "What if he does have a bomb? Do you just want me to let him set it off?"
"No. Dammit, My quirk is better suited for a bomber. I can get it, and get out with minimal risk. I don't want you blowing yourself to shit." Seki just shook his head and nodded, walking around the corner. Despite his costume, he tried to blend in, following the person in the coat. It wasn't easy, and it made it worse when the man looked back and was obviously nervous and frightened. Putting his finger to the earpiece, he said:
"He's definately up to something. He's nervous and scared. I don't think He's doing this for himself."
"Okay, trail back a little bit. Don't put pressure on him and make him-"
"No, If I can grab whatever he has I can get away with it and we don't even have to fight."
"Stop, Do As I say and fall back. I'm going to disarm him once i get an opening." The man was getting closer to the Train at this point, and was close to entering.
"He has something, I'm going to pull him aside before he gets on the train." At this point, Seki turned off his receiver in his helmet and pushed his way towards the man.
'The kid's going to kill himself and everyone on the street. Shit!' Satoshi thinks, jumping onto the roof of a train cart, dashing towards the one the man is about to enter. It only made it worse that it was an elevated railway, being about a hundred feet up from the street below.
'If a bomb were to go off, depending on the strength, it might get derailed entirely. Damn it Seki, just fall back!' Satoshi jumps onto the train car just as the man enters it, with Seki close behind.
Seki walked into the train, and reached out towards the man, who smacked his hand away and shouted:
"GET BACK!" Just as he did so, he opened his coat revealing an intricate and confusing-looking bomb strapped to the man's chest and stomach.
"Sir, You need to think rationally here, please." The doors on the train closed as it started moving, with all the passengers on the train backing away from the man.
"I don't have a choice."
"Seki! Shit!" Satoshi switched to his wraith form and climbed in through the window. At the same time, Seki lunged forward, his hand outstretched towards an object in the man's hand.
Seki realized just in time how useless his endeavor was, as Satoshi didn't give up. So, in an effort to save at least one person, Seki grabbed the nearest person to him, a woman with firey hair, and pulled them behind his back. The man let go of a Deadman switch he was holding in his hand and…
The world went white. For Seki, at least. He didn't even hear an explosion , it was just white noise. He was on the far end of the train, the part where you'd get onto the next cart if it had a door. The only reason he survived the initial blast was because of his quirk, deciding to place the palm of his hand on the front of the train. Due to his quirk, he managed to teleport himself and the woman just outside the train when the explosion occurred. The concussion thew them back, and off the elevated tracks. Seki grabbed the woman in his arms as they crashed down. Fortunately, they hit a single power line first, slowing them down by a bit, before crashing through the lid of a dumpster, knocking it over entirely, spilling them out right next to the street.
Seki, running on pure adrenaline, bolted up and looked at the woman, who was understandably out cold. He pulled her into the alley next to the street before taking three steps towards the wreckage of the explosion, finding that half of the cart was gone, and on fire, before he realized something.
"Agh… Fuck." He looked down and found a massive piece of shrapnel in his abdomen. The Adrenaline was starting to wear off and he could feel it.
Pure Agony. It was the best way one could describe it. It was a miracle he was still conscious from the pain itself, nevermind the explosion or the concussion. It was still white noise as he fell back into the alley, his hands hovering just over the Shred of metal.
"Ptff. Fuck me.." He sputters, starting to feel a metallic taste in his mouth as he resists the urge to cough. His breathing gets a little heavier as his hearing starts to come back. Screaming. There was a lot of it, from men, women, children. Anybody who could scream was screaming at the moment.
Seki grabbed the shrapnel and pulled a little, but he didn't even move it a centimeter before crying out in pain and letting go of it, deciding not to move at all.
"How interesting." Seki looks over to the voice he heard. It sounded like a man, deep and gravely, speaking from the throat as the voice almost rumbled. He saw a person whose head was covered in bandages, save the eyes, which were a dark purple. He wore a cheap suit as the man squatted right next to Seki, examining the Shrapnel.
"Ahh. painful, but it appears you narrowly missed your liver, and punctured your kidney. Bravo, if you get medical attention, you should survive." Seki relaxed a bit at the news as he put his head back.
"However, That would be unfortunate for us." Seki's eyes widened as the man grabbed hold of the Chunk of metal jabbed in him. Seki breathed in through his teeth sharply, as He started feeling something… Else in his body, then more pain came. He couldn't cry out, or even speak for that matter as the pain was increasing, as his vision started getting white.
"You have five minutes. If you're lucky" The man said, as he stood up. "Now, about the woman." Seki grabbed the asphalt as he scratched towards the man, digging his fingernails into the ground, tearing some off and causing them to bleed.
"Congratulations. You saved the one person who we were trying to kill. That deserves some praise." The man walked off towards the woman when Satoshi shouted:
"Seki! Where are you!?" The man dropped everything entirely as he shamble-ran deeper into the alley. Around the corner, Satoshi ran into the alley and froze entirely. A. A woman was simply knocked unconscious, and B. Seki was bleeding profusely from the mouth with a chunk of metal in his gut, and was rapidly deteriorating. The metal had a purple tinge to it as well. Satoshi slid next to him and took a look at it. The shrapnel seemed lodged deep in the body, as blood started coagulating, and turning a poisonous purple color, eating away at some of the flesh.
"Seki. Shit! We'll get you to a hospital, don-" He's interrupted by Seki's grip on Satoshi's hand, tight and desperate. For a moment, and only a moment, the two locked eyes as there was little contrast in what one another saw.
Looking in Seki's Eyes, Satoshi saw fear, and confusion, and pain, all at the same time, while Seki saw Fear, but not for himself, or anything else. It didn't comfort him one bit. But Satoshi saw one other thing, something you might not expect in a dying person's eyes, but it was there, minor, but present.
Relief.
"Ts-T-" Seki tried to spit out, only to actually spit out blood, Satoshi shook his head as he grabbed Seki's hand, squeezing it just as hard.
"Sorry." It was faint, but undeniable, through the blood puddling in his mouth and the semi-rapid deterioration of the lungs. Satoshi didn't care now, as he felt himself do something he hasn't in a long time.
Cry.
Seki's grip weakened as More teardrops fell onto dying body of the man's disciple. He cried until it was undeniable. Seki Let go.
Later, in Hamamatsu
Yurei looked out the window of the Helicopter as they started to come in for a landing, on a Helipad on top of the world's most highly-secured prison.
"Yurei, I'm going to have to ask you to not disclose any information you might find in here to anybody of the general public." The man pushed a button on his headphones as Yurei responded.
"Never planned on it." Jin nods his head as the helicopter touches down, and the door opens immediately. The men take their headphones off as Jin leads the way, stepping onto the concrete helipad. The Helicopter dies down as Jin waves the pilot down.
"Sixteen billion Yen* went into the construction of this place. Steel, titanium and concrete all to keep less than three hundred people in at a given time. And you want to take ten of them out?" Jin clarifies as they approach an extremely thick door, guarded by two people, each of them with a small pistol on their hip.
"Yeah.." Yurei whispers as they wait by the guards, while a camera at the top of the door moves downwards slightly. An electronic lock can be heard opening the door, a creaky whirring noise, a series of clicks and eventually, the door swings open.
"The people who built this place were amazing in each of their own rights. Foot-thick walls of steel and titanium, anchored into the ocean a quarter mile away from the mainland. Giving each cell an extreme amount of thought. Even the psychological aspect." This threw Yurei for a loop as the door locked again behind them, showing a long silver corridor of metal.
"Psychological?" Jin nods as they walk through another door, hearing it close behind them.
"Look behind you." Yurei is wary, but does so, finding that instead of a doorway there's a wall, silver and pristine, as if there wasn't a doorway at all.
"What in the-"
"The doors all close flush. Except the Prison doors. In the unlikely circumstance that a prisoner does escape their cell, its to make it seem hopeless for the prisoner, as no matter where they go, they simply see a wall, impenetrable by all means. Leaving the only thing left for them is to go back in the cell and rot. The only way to open them is if you're in the control booth." He points up, as Yurei looks. The hallway changed into a massive dome, with a single platform elevator. And lo and behold, there is a blip at the top of the dome, probably ten foot by ten foot, with a single tube for getting in and out.
"Huh." Is all Yurei can say.
"It's a small taste of Hell, before you even get there." Yurei states, as the Platform elevator starts to descend.
"It's why Tartarus is sectioned off. The top level, and the "Easiest" To escape-" He said it with air quotes as they passed by a level. "Limbo. Its the bare minimum to get into Tartarus. Things like being external threats. Then there's Lust. Rapists, sex offenders, Pedophiles and such are lumped in here. Gluttony. Its a bit of a broad category, but we put thieves, robbers, and some domestic terrorists in here. Now, Greed. Its Mostly Corrupt politicians and government workers. Its kind of empty. Onto Anger. This one is a bit of a lighter violence, for people who've commited violent crimes but didn't really hit it home with The Dead-on Murder. Like anybody who picks fights for Heroes just for the Hell of it. Now, Heresy. We don't really arrest people for Heresy, but its for Organized Crime bosses or those High ranked in organized crime. We have a cult leader in here. He is NOT coming out, I'll tell you that. Ahm, sorry. Violence. Mass murder, manslaughter, serial killers, all of the sorts. This is where Stain is held. Don't get me wrong, most of these have people who have committed their fair share of murder, but Violence is where the people who are known for it stay. Fraud… Its what it sounds like, really. Its for con artists who committed mass scale fraud on hundreds of people. Mostly. Now, the last one.." Jin takes a breath as The Elevator finally stops, showing a wall in front of them as a door opens behind. The two turn around as Jin leads the way.
"The Pits." It spoke for itself. The Section itself was noticeably darker, and the doors were larger, taller and seemed more traditional, with a purely aesthetic crank lock. Again, a camera above the door pans down as it opens.
"Here's your "Alchemist." Jin says, as they walk inside. The door closes behind them as they stand in an observatory room, looking at the man sitting in the cell below. It isn't very decorated, with only a picture of Einstein hanging on the walls.
"The Pits are a special place here. Resigned for only the worst of humanity. Sitting right here. Down the Hall is our resident baddie All For One. Yeah, that bad." Jin stands there with his arms crossed as looks into the cell, seeing a man laying face-up in the bed. Saying Face-up would be odd, seeing as his face wasn't a face.
It was a gas mask. Or as far as the two men could see. It seemed like it was grafted onto his face, an ugly green color, with black ports where the eyes are, and two respirators on either side of the mouth. With extremely long black hair, down to mid back, he's a lanky man, with very little muscle on him. Jin sighs at the man and says:
"Honestly, I've been avoiding looking into this guy for years. Yurei nods as he says:
"I don't doubt you. He's been here for sixty years, but still has the cells of someone in the mid thirties. Couldn't tell you how bizarre that is, even for someone with a longevity quirk." Jin just nods as he takes a deep breath, followed by a series of coughs.
"Let's go." …
"An interesting development." The Alchemist said, sitting straight up in his bed as the door opened. His voice was scratchy, and dry. Almost akin to that of a smoker's, without the gravely element. Not particularly deep, nor high. But it was if he hadn't spoken in years. He sat down properly as the men walked in, separated by a plastic barrier with holes poked into it, about as big as a baseball, possibly smaller.
"We'd like to speak with you." The Alchemist nods and speaks:
"Twenty years, and nobody has visited me until now. What may the occasion be?"
"How do you know how long you've been here? There's no clock in here." Yurei asks, tilting his head slightly.
"Simple. Every 43,200 seconds, somebody brings me my food, that equates to about 12 hours. I've been counting the hours, and in turn the days, weeks, and months. That's equated to about 20 years." The two men's eyes widen, but show no other signs of surprise, as Kitsukoyatsu asks:
"What's your name?"
"Straight to the point? Eh? I'm The Alchemist." The men pause for a moment, waiting to see if he was going to elaborate.
"Your real name." Jin clarifies, crossing his arms.
The Alchemist actually thinks about this for a minute, before just saying: "I'm sorry, but it seems like I forgot what that is." Jin scoffs and runs his hand through his hair, coughing a slight amount.
"Really? Then how do you know anything about yourself?" Yurei asks, obviously curious.
"I didn't forget who I was, well, in personality, at least. After the third time switching Identities, I decided to stop, and forgot my name, my real one, at least. Now, you tell me-" He stands up, an audible exhale from the mask can be heard by the two free men, making Yurei shudder slightly.
"-Why did you come here?" The words rang around the cell for a moment as Yurei felt the hairs on his neck stand up, feeling a slight drop in temperature.
"We-"
"Don't tell me that I don't need to know or that its classified. I've been on this Earth long enough to know that anything classified is eventually revealed, whether it wants to or not so you might as well tell me now." The men shift uncomfortably as Jin says:
"We simply want to know your.. M.O as a villain, your motive. And your Quirk." The Alchemist leans back and says:
"My motive... Its not something a young man such as yourself would understand." Yurei rolls his eyes and says:
"What's that supposed to mean?" The Alchemist stands up and takes a few steps from the glass as he says:
"My Goals are beyond your understanding. The day I was arrested, was the day I accomplished that goal. As for my quirk, well. Its Alchemy. With Chemicals or even elements in general, I can use my quirk and get a desired effect. In layman's terms, at least. In actuality, if I make a chemical and use my quirk, it allows me to grant an effect to the Chemical, to enhance it to a desired effect to extremes. Its how I acquired my unending life."
The last portion in particular caught their ears, and The Alchemist knew, as he elaborated.
"Yes. With My quirk, I can make one Immortal. Biologically, at the very least."
"Impossible." Jin spits out, as the Alchemist shakes his head.
"With the strength of quirks, nothing is impossible."
"Then if we were to give you a bunch of chemicals, you could make an immortality… Potion right now." It wasn't a question, it was a statement delivered by Jin, as the Alchemist sat back down and held his head a little higher.
"In theory. See, I lost the formula for the concoction a long time ago, when I gave it to some… Unworthy people, I swore to forget it, and destroyed it. All evidence of my work in that aspect."
"What!? Why would you do such a thing?!" Yurei Jumps a little as Jin suddenly shouts. Despite the short stature, Jin was a little… Intimidating, when he shouted, getting angry. It was completely nullified, however, by the fact that he burst out into a series of hacking coughs. The Alchemist merely stared at the man before saying:
"It's people like you who are the reason why I didn't go public with it. That and a certain few people who I gave it to. You get angry at the idea that you aren't given the opportunity of eternal life. Its that you feel as if your life has little meaning. You've gotten older, and gotten scared. Tell me sir, if you were to gain eternal life tomorrow, what would you do?" Jin, without missing a beat says:
"I'd start studying medicine, and use my life to better the treatments of terminal illnesses."
"And?" The Alchemist continues. Jin gives The Alchemist a wary look as he says:
"I'd become proficient in studies of… Anything. I'd have the time." The Alchemist tilts his head as he stood up and paced around lightly.
"And once you accomplished that, what then? There is no end to it. Existence will last far longer than you anticipate. And if you truly do seek Eternal life, I doubt you would want to die, especially after delaying it for so long. You'd fall into a similar pit that I reside in now. Of course, I was like this long before I obtained my current status. A good man can become the worst person on the planet given enough time. Nobody stays good long enough. That is my reasoning for not sharing My Eternal life." Jin stayed silent for a moment as Yurei spoke.
"A noble reason, then." The Alchemist scoffed briefly before mumbling.
"A logical reason. There is no Nobility in my line of work." He said it coldly, and briefly, waving the man off.
"Why haven't you completely lost it? Being here for sixty years tends to make one lose their mind." Jin finally says. The Alchemist stands there as his posture lowers a little.
"For Three reasons. The first being that I'm content. I have no reason to leave right now. Nor do I have anything waiting for me on the other side. The second reason; So long as society is around, I'll outlive any sentence that can be given to me. I'm in here for roughly.. A Hundred thousand years? I can't quite remember. But yes, I'll far outlive that if Japan or even humanity is still alive. And the third-" The Alchemist sits back down on the bed and crosses his leg on the other, leaning forward towards the men.
"I can leave whenever I want. I simply choose not to." The temperature seemed to drop further from the cool cell, and Yurei physically shivered. Jin just rolled his eyes as he stood up.
"You may outlive your sentence, but by the time you do, I doubt you'd even be able to stand on the street without being killed. And this prison is inescapable, unless you're let out. Let's go." Jin Stands up and walks away, leaving Yurei alone with The Alchemist.
"Goodbye." He waves, as he looks down, almost meditatively. Yurei stays for another moment or so before leaving himself, walking out of the cell as it clicked behind him, steel and titanium clicking and compressing together, locking the man in there again.
Yurei walked up some stairs before finding Jin in the hall, just outside the observation room. His fist was clenched as he faced the wall.
"Jin-" Yurei was interrupted as Jin pulled his fist back and punched the wall, not even making a ringing sound, but instead just a solid Thunk. Jin kept his fist there for a moment before muttering:
"Ow." He collected himself again as he faced Yurei.
"Fine. Let's do this." Yurei is bewildered for a moment as he asks:
"Why? Why did you decide this?" Jin just shakes his head as he starts heading back to the elevator.
"Ten people. That's it. He's not unhinged. He's not all that powerful, and from what we asked, he's got at least a little sense to his actions. I don't want to let criminals loose, but I don't want to let our country fall apart by people who don't want to completely lose their ideals. I-" Jin falls into a coughing fit, dry hacking coughs before he recovers. "I'll talk to the prime minister. You only have a couple days for an audience before the Prime Minister leaves for America to meet with the President. I'll allow it." They walk into the platform elevator as Yurei barely contains his excitement.
"I won't let you down." Yurei states, opening up his briefcase.
"Don't say that to me. Say it for your country." Meanwhile, back in the Cell, The Alchemist stands up and opens up a drawer in a nightstand, taking out a photo. Its very faded, depicting a young man, with his face obscured by the age of the photo, longside two women, one of which was very young, about eight, and the other was nearly thirty, with long blue hair and fair skin. The Alchemist sighs as he lays down, and holds the picture to his chest.
"Eventually, Darling. Eventually."
Elsewhere
"I-I'm Sorry, Asai-Sama. I didn'-" A bandaged man said, bowing in front of a Hickory Desk, with a few trinkets scattered on it.
"Silence." A voice behind the desk says. The room is dark, too dark to see the face in which the voice belongs to. But its the voice of a woman, not exactly high pitched, but not deep either. She sounded somewhat angry, but unintimidating at the same time. The Bandaged man trembled as he sat in silence for but a moment.
"I should kill you right now. You weren't able to accomplish your mission. It was simple too, Kill Jiken Yurei's Wife. To scare him. Tell me, why did you fail at that? You had a bomber and yourself. Why is it that you failed?" The Bandaged man trembles as he struggles to get the words out.
"I-I was finishing off the Hero who managed to save her, and when I got back up to kill the woman, The Hero's partner-"
"So you got distracted." She cut him off, not letting him properly explain himself. "Your lust for killing the hero was what got in the way of completing your assignment. Killing a simple civilian." An audible gulp is heard as the man says:
"Yes, Asai-Sama." There's an uncomfortable silence until Asai says in a cheery tone:
"Oh, Ohda-Kun. I'll spare you this time. It's your first time failing me, after all. But if you do it again, I will have to let you sleep with the Fishies." Ohda simply nods as he continues bowing.
"Don't bother going after her again, though. I'm sure the message would be realized too late. You may stand." Ohda does so, rising to nearly tower over the girl, sitting in the chair.
"Yurei-kun is surely a unique one. I'll give him that. Ohda-kun, I want you to get our man in the Cabinet. Tell him that when a program concerning Villains is to be announced, he's to oppose it. And if He can't he's to do everything in his power to make sure that its unsucessful. Understood?" She asks, as Ohda grabs a loose bandage on his head and fiddles with it.
"Y-Yes, Asai-Sama." He bows lightly before shuffling out of the room, Opening a door letting a minimal amount of light in.
"Ahh." Asai sighs, leaning back in her wheely chair. She spins around a few times before puttin her feet on the desk and leaning back.
"It's An Interesting Development, of course. How much I hate you right now, Yurei-Kun. You couldn't stay down, even when I put you out of commission. I almost respect you.. Almost." Asai puts her arms behind her head and closes her eyes.
"This took a long time for me to build up. And you kept breaking it down. I won't let you tear down what I spent my life building, even if I have to kill everyone in Osaka to do it. I hope you just stay in your cell and rot for the rest of eternity, Alchemist-Senpai."
Holy mother of god this took WAY too long and this is way too long, and I wanted to put MORE. I hope this was worth the wait. I dislike how I tackled the death scene, but I'm working on it and I'll have to deal with it for now. So here's the first chapter, as I've warned to wait for. The Form's on my Profile now, so… Yeah. As a forewarning, there's going to be very little interaction with the main show's characters, its just going to be the OCs. Thanks!
