Prologue


"Name?"

"Midoriya Izuku."


Thousands of citizens paused in the streets and in their homes, with every single screen switching to one single video. They stood in shock as a single figure, adorned with a navy outfit and a black domino mask stepped forwards from the white background, his green eyes looking straight into the camera. Without hesitation, the man began to speak.

"Citizens of Japan..." began the man.


"What drove you to commit the actions you committed?" asked the officer.

"Could you be a bit more specific?" Izuku replied, keeping his tone flat.

"You know exactly what I'm talking about." replied the officer, lacking of any emotion.

"I'm sorry, but I don't." Izuku said as earnestly as possible. Oh, who am I kidding. Sorry officer, but I can't let myself be caught just yet.


"I need you to fight. Every last one of you. Quirked, quirkless, it doesn't matter. The League of Villains has gathered an army that overwhelms the entire hero population just with sheer numbers, and we cannot allow them to gain victory."


"In that case, let's start from the beginning, shall we?"

"Gladly."

"Why did you become a vigilante?"


"If we're going to have any hope of saving our society, we need every single person possible fighting on the front lines. Heroes, civilians, quirked, quirkless, it doesn't matter. Every single person increases our chances of defeating the League."


"Why not? I wanted to be a pro-hero, but I was quirkless. A quirkless person wouldn't be a pro hero."

"If my sources are correct, multiple hero academies opened up their gates to quirkless people, including U.A. High-"

"Oh please. Both of us know that those moves were nothing more than formalities. They wouldn't accept a quirkless person regardless of their new rules. There would be way too much public backlash for a school like UA to even consider someone like me."


"Today, here in Mustafu City, the heroes will make their last stand. If they fall today, so will the rest of the world in no time. This is our final push and our final chance, and we need to use it."


Izuku trudged back home with a frown on his face. All Might said he couldn't become a hero. All Might. The number one, the symbol of peace. The man whom he'd admired more than anything for as long as he could remember. If someone like him thought he couldn't be a hero, there really was no hope, right?

Right?


"The villains believe they've already won. They've come with Nomus, creatures with multiple quirks that are worth several heroes on their own. And they have hundreds of them ready to overwhelm the small force of heroes we have remaining."


"Maybe you're right. But that's not the main issue we're here to talk about today. Your public stunt recently caused the deaths of hundreds of people."

"And saved billions more."

"Do you truly believe that to be true?"

"I know it to be true. Modern day heroes, except for maybe the top ten to twenty would be devastated by nomus. I wasn't lying when I said that Mustafu was the last stand. I wasn't lying about anything during my stunt back then."


"But we can win. I'm sure we can, as long as all of us are in this fight together."


Being realistic. What did it mean for him to be realistic? Obviously he could be a police officer. Yeah, that would definitely work, now that he thought about it. He could still serve the law, uphold his ideals and be a good, upstanding citizen. He wouldn't get the recognition sure, but that didn't matter! All he wanted was to help people anyway.

Or, alternatively, he could also be a healthcare worker. Saving lives wasn't an easy job, but it was just as important as beating up villains and defending citizens from harm. Maybe a paramedic? That way, he could be on the scene and help people who need his support.

Then, he stopped.


"The last year alone has proved to me that nothing is impossible. As long as we push ourselves to the fullest, the league of Villains can fade into history, just like they should have long ago."


"Give me a reason you shouldn't just be thrown in prison."

"I can't"

"...Seriously?"

"Nope. I broke the law, and although I think that we made the best of a terrible situation, I still killed hundreds of people. Pretty directly as well. So yes, I do think I deserve to be in prison."


"I'm not going to lie to all of you and suggest that we're going to survive today, because a lot of us are not. But we can either go down fighting back the League, or we can die in the safety of our homes. Pick your poison."


Hypocrisy. It was all hypocrisy, wasn't it? Suddenly, Izuku felt a wave of frustration wash over his mind. And he almost believed it as well! Maybe it was because All Might said it, but either way, it was all a lie. After all, heroes like Eraserhead mostly fought without their quirk, didn't they? That meant that there was no reason to believe a quirkless person couldn't be a hero as well.

Of course, except for the status quo. It wasn't that it was physically impossible for him to be a hero, but it was socially unacceptable for a quirkless person to be one. He had known that for ages. Quirkless people couldn't get provisional licences, so they couldn't-

Wait.


"So if people are seeing this video, here's what I have to say. Stay and fight. Go over your fears."


"Well, we've made our decision. And here's what we have to say about this-"


"Show the League of Villains the meaning of Plus Ultra."


Technically, he didn't have a quirk. He was completely quirkless. That meant that he didn't need a provisional licence to use a quirk that he never had in the first place. It also meant that he could get around most, if not all laws regarding public quirk usage and vigilantism. Izuku brightened at the realization, a new energy filling him as he walked back home. It wasn't the way he wanted it to happen, but he could still be a hero. It would be hard for sure, but he wouldn't be a hero if he couldn't go that extra length- if he couldn't go Plus Ultra.

As Izuku walked back home, his eyes burned with newfound determination. He would show the world what the quirkless were capable of. He would show the world that anyone could be a hero no matter what.

Watch me, All Might, Kachaan. I'm gonna change the world.


Author's Notes

Aaand that's a wrap for the prologue. I wanted to make it longer, but hey! Writing is a learning process. For your information, this is a Quirkless!Deku fic, but not in the way you might think. It's gonna be much more political compared to the average Vigilante fic. After all, from the summary, you should already be able to tell: Deku's gonna become a symbol. Not one of peace, but something else entirely.

I'm super excited for this one personally. Making an AU like this gives me so much more leeway to control what happens. Also, I will also control the pairings involved in the story. Last time I left it to a poll, but this time, I'm gonna focus a ton more on character interactions, so we'll see what happens. All I can tell you for now is that it ain't yaoi, and it isn't a harem. (Just like all of my works, mind you.)
