When Reborn was sent to Namimori to train the last 'official' heir of the Vongola, he was not expecting to run head first into the territory of the new famiglia that had been driving Lal to drink so heavily.

Nor was he expecting his new student to be the Boss of said famiglia.

The second Reborn saw Fon, he made a beeline for the Storm.

"You couldn't have brought this up during the last meeting?" he complained.

"And miss the fun of you being blindsided for once? Besides, it's not like I'm required to tell the Vongola a damn thing what my Sky has been up to, especially after they failed to protect one of their territories," said Fon.

"What."

"When Ivy and Harley finally returned Sakura to Namimori, they found out the town had been taken over by a mid-level yakuza group that was controlling the town by force. Not only did the Vongola fail to get rid of them in a timely manner, but the townspeople had to rely on the Rogues to get rid of them."

Most of the "ex-mafia" and the rare few ex-yakuza or ex-Triads who settled in the area were beyond unhappy that the Vongola didn't take care of their territory.

As such most of them had opted to join the Sky Blossom group once Sakura finally agreed to make a Family of her own to keep Namimori and the surrounding towns safe from that happening ever again. That and it meant staying in the loop of current events.

Reborn was not happy.

"Sawada Sakura is the official boss of the Sky Blossom famiglia, correct?"

"Yes, and she's not interested in the Vongola at all," said Fon.

Reborn didn't take long to come to a decision.

He called Timoteo.

"Hello Don Vongola. I regret to inform you that the contract to train Iemitsu's daughter will have to be rendered void," said Reborn. "Sakura Sawada in ineligible to become Vongola Decimo on the grounds that she's already part of a famiglia recognized by the Vindice. Once I obtain the paperwork I'll be sure to forward it to you."

It wouldn't be that hard to contact the Vindice and have them forward the paperwork stating Sakura was already part of the Sky Blossom famiglia. The fact Iemitsu hadn't picked up on the fact his daughter was already a Boss was pretty pathetic in Reborn's opinion.

Fon gave Reborn a copy of the paperwork from the Vindice that made the Sky Blossom a legitimate (for the given value considering they were part of organized crime) famiglia.

The Vindice mostly threw any flame active metas and recently active civilians in their direction. It saved their Boss a lot of headaches and more importantly paperwork.

The paper didn't list who the boss of the group was, just that Sakura was a member.

With that done, Reborn decided to get a feel of Fon's new Sky.

On an unrelated note, it didn't take long for Reborn to get into a shooting contest with the infamous Deadshot. The two of them had a great deal of fun trying to one-up each other for the title of "World's Greatest Hit Man". It had been far too long since either of them had a real challenge.


Batman was not in a good mood.

"What's this about?" asked Flash.

Even Superman had a rather...unhappy...expression on his face.

"As of six this evening, a law has gone into effect in the United States banning any super heroes from making arrests against villains or common criminals without first being deputized by whichever jurisdiction they live in," said Batman.

Dead silence.

"Seriously?" asked Flash.

"I wish I could blame Lex Luthor for this, but he hasn't done anything outside of providing financial and political support for the main advocates of the new law," said Batman. "They've been using the unofficial 'Batman Defense' as the reason why."

"What's the big deal about this?" asked Aquaman. Since his 'arrests' tended to happen in international waters, he wasn't as bothered by the bill like some of the heroes in the League.

"The problem is that unless we start following the same procedures as the police or are personally sworn in as 'civilian contractors', any villains or crooks we take out will just be let go by the next morning if not sooner," said Superman grimly.

"So?" said Flash confused. "I still don't understand why everyone is making such a big fuss about this. Hell, I work with the cops and I know how much they dislike masked heroes."

"The big deal is that if we go along with this, then we'll have to appear in court! It runs the risk of our identities being exposed!" snapped Batman.

Flash rolled his eyes. Batman's paranoia was pretty legendary in itself since the League was formed. The man seriously needed a better hobby or to get laid, whichever happened first.

How was it their fault that Batman's behavior was finally being called out by the people he was trying to protect?


A week later...

Batman was furious, as were some of the more 'hard-lined' members of the League. They were all firmly against the new law.

"What do you have to say for yourself Flash?"

"The Central City police were pretty accommodating once I explained that I would agree to be deputized as a 'special contractor' and follow the same rules and laws private detectives do when apprehending a suspect so long as the DA agreed that I wouldn't have to reveal my true identity to the general population. Basically I'm being treated as a very unusual undercover officer with special abilities," said Flash, shrugging.

Undercover officers weren't expected to reveal their true nature on the stand, but they were still able to testify if their deaths weren't faked first. And the really good ones had to have their identity kept secret to protect themselves and their families once they retired.

The police chief in Central City was a bit more sympathetic to the Flash after he explained it that way. It didn't hurt that Flash had been helping the fire department and other public services on top of catching bad guys.

So long as Flash agreed to follow police procedure, the cops would tolerate his help.

Besides, this might 'encourage' the other capes to follow suit.

"Seriously, what is the actual problem? I mean the chief in Gotham already has you on speed-dial so to speak...is it really that bad for you to actually appear in court to testify like everyone else?"

Flash was allowed to get away with vibrating his vocal chords a bit along with the mask to obscure his identity, so long as the court could actually understand him.

"Most of the Gotham police is corrupt," said Batman flatly.

"And I tend to be a 'world-wide' hero as opposed to one jurisdiction," sighed Superman.

Flash raised an eyebrow at them both, not that they could see it with his mask on.

It seemed to him these guys needed someone with a bit of common sense who already had a track-record with being able to handle super-powered humans or beings and could hold their own.

His first thought immediately went to the kid who accidentally sparked this mess in the first place. Maybe she could talk some sense into the League.

In Japan...

"You want me to what?" said Sakura baffled.

"They made a new law in the US banning costumed heroics, unless the hero in question was willing to be 'deputized' as a special undercover operative in that jurisdiction. Apparently the method you gave Poison Ivy to avoid being put back into Arkham after Batman had caught her is being used as justification to ban all superheroes," explained Flash. "I've already agreed to follow the same rules and regulations the cops do in my jurisdiction, but the others need someone who can get it through their heads that this isn't the end of the world."

"And you want me to do it," said Sakura.

"You already know how to handle super-powered humans and beings without having to back down, and technically you're responsible for the ripple effect that's been going on. Besides, you're not even sixteen yet, nor do you have any known powers, and the worst thing they can accuse you of is rehabilitating several known Rogues into semi-respectable citizens," explained Flash.

"So basically you want me to tell off the other super heroes about being whiny little babies so they quit giving you headaches," Sakura summed up.

Flash choked back a laugh.

"Oh god, please tell me you plan to say that to their faces so I can have a video camera ready to record their reactions!" he laughed.

Sakura smiled 'innocently'. Flash only laughed harder.

"Just so we're clear, I'm bringing an adult with me."

"So long as it's not one of the recognized villains of the League, I highly doubt the others are going to argue about a teenager bringing a trusted adult with them since you barely know anything about us," said Flash.

Fon felt...bemused... hearing that Sakura was going to give the Justice League a stern talking to after Flash asked for her help in getting them to see reason.

It wasn't just about the recent law in the US that had convinced Flash to register himself as a 'special undercover' operative in Central City. Or the fact that unless he humored the new law, all the villains he arrested would be let go.

He was sick and tired of being hated by the cops for helping others. If acting as an unofficial member of the police force meant they would think a little better of him, then he was willing to follow the same procedures he followed when he wasn't in his super hero uniform.

Though to be fair, Superman did have a point in the fact that he would have some trouble being deputized due to the fact he often worked on an international scale.

Batman was not happy seeing Sakura there, and was already giving Flash a really nasty look.

"Did you really call Batman a bad role model and parent because of Robin?" Wonder Woman had to ask.

Sakura snorted.

"Batman had a prepubescent boy running around in an outfit that looked like he had his underwear on the outside and was skin-tight on school nights, often until at least two in the morning. That's not counting the fact that he also had Robin fighting known criminals who have zero issue causing bodily harm in adults and several of which have been sent to a psychiatric facility due to being criminally insane. Explain to me how that sort of behavior is acceptable for an adult acting as a role model for a child?" said Sakura bluntly.

Wonder Woman and Superman both winced at that. She had a rather valid point.

Robin was still mad because after Harley Quinn made that pedophile comment, Batman had been forced to cut back on how often he was allowed to join him just so the cops would back off on the matter. Batman really didn't want to deal with Social Services twice.

"So why did Flash bring you here?" asked Superman.

"He was tired of the whining everyone was doing because he decided to work with the cops instead of cherry picking which laws he would follow. Something about not having his secret identity clashing with his hero one."

Barry worked as a forensic tech in Central City. He was seriously thinking about following Sakura's advice and coming clean to Captain Frye about who he was. Him and a few other trusted cops that he knew damn well were honest and almost impossible to corrupt.

"Whining?!" said Batman irate. Sakura shut him up with a Look.

It had become rather obvious why Flash asked for her assistance in getting the other 'capes' to see reason. She had the "Mom Look" down pat.

Sakura should have felt nervous, but she had come a long way from the seven year old rescued by villains. Besides, she had Fon's silent support from her lap.

Fon was doing a live broadcast for the Sky Blossom family back in Namimori. More than a few of the former 'super villains' were laughing their asses off at the fact the 'capes' were being told off by a teenage civilian.

Sakura wasn't afraid to tell the entire Justice League off for whining because they weren't allowed to cherry pick which laws they followed anymore.

Cops had to follow the rules, so why were the Super Heroes exempt from the laws that kept society running and safe? Was it really that bad to actually go to court and testify?

Most of the super heroes looked quite chastised halfway through Sakura's speech to them. Flash looked more like he wanted to hold back his laughter from the expressions of his fellow capes being told off by a teenage civilian.

Batman, however, was still irate about the fact she had basically took the more reasonable Rogues with her and had sent Joker back as a particularly ugly ice sculpture. And the less said about the headache of dealing with Social Services because of Robin, the better.

Dick was rather unhappy about that, and had recently moved to Jump city to form his own group just so he could continue being a super hero.

Flash decided to ask the question that had been bothering the superheroes to no end since word had gotten back to them that the 'villains' were now partially reformed.

"How did you get them to listen to you and actually behave?" asked Flash.

Fon spoke up for the first time.

"It's a natural side effect of being in close proximity to Sakura. There is a rather select subculture similar to the Homo-Magi with a very specific ability that is self-policed by beings capable of scaring everyone into behaving. Basically, Sakura's power acts as a sort of 'spiritual glue' to the Rogues that come into contact with her. That plus the acceptance of the town has helped them to stabilize into something a bit more socially acceptable."

Batman narrowed his eyes at the 'toddler', which even he could tell was actually a cursed adult.

"What."

"And before you ask, Batman, any attempts to convince those with this particular ability to help out as a super hero will only end up with the individual in question being arrested by the special enforcers who keep this power a secret. They are quite firm on the 'no public use' law and will not accept any pleas or excuses as to why the power was being used in view of civilians," said Fon.

"What of the Rogues in your city?" demanded Batman.

Fon raised an eyebrow, still smiling serenely.

"Let me put it in a way your paranoid mind will accept. Would you rather they stay in Japan where they are generally behaving and not causing several thousands in property and collateral damage with their schemes...or back in Gotham resenting you for dragging them away from the closest thing to 'normal' they're likely to ever have after their 'one bad day' turned them into who they are now?"

Superman put his hand on Batman's shoulder.

"He has a point. Outside of Joker, who they put into a rather unique prison, the other Rogues haven't done anything worth extraditing them back to Gotham for and are no longer causing trouble. At this point I think you might as well cut your losses and simply keep an eye out in case they start slipping into bad habits."

"So long as Sakura is alive and well, the Rogues won't bother you anymore. If she were to be harmed or worse, killed...well, they have a high chance of self destructing due to their stabilizing factor being suddenly ripped from them," admitted Fon. "Of course considering their ages, they're more likely to die before her so it should be fine."

"Gee, thanks for that wonderful mental image," snarked Flash.

"You're welcome," said Fon smiling.

The worst part was that Flash had no idea if Fon was mocking him or not.
