"Who should we pick for the games this year?" President Snow asked. "All of the districts except twelve are obvious. So who should we pick for them?"

"Show us the profiles," said the commanding voice of Seneca Crane.

As an attendant pressed the button that showed all of the children in the district who weren't half-dead, Plutarch Heavensbee got an idea. "The Everdeen girl."

"Which one?" asked one of the other Gamemakers.

"The younger one, Primrose. Her older sister, Katniss, might volunteer."

"Katniss is the one that hunts in the woods, with that other boy, right?" asked Seneca.

"Yes. If Katniss volunteers, this might be the most exciting games since the one where the earthquake happened, and that girl went mad."

"That sounds like a good idea. Bring up the boys with a relation to her."

"If we choose the boy that she hunts with, he likes her, and that would be interesting, but they're too powerful together, and the first thing that they would do would be team up."

"Look at this one." Said Snow. "the Mellark boy. When her father had died, she was starving, and he helped her survive. He is in love with her."

"Now, that is interesting." Said Plutarch. "Remember the recording of the thirty-first year, when the boy then pretended to be in the Pack to save the girl, but she found them without them knowing, and didn't understand, because they were a couple?"

"I remember then," said Snow. "That was a good year."

"That might happen again this year," Seneca considered. "The capitol will love it, and if we pull the lovers card, where we make them kill each other at the end, it'll be perfect."

"But what if they kill themselves?" asked a junior gamemaker.

"Then," said Seneca Crane, "We put them in next year's Quarter Quell."
