One wonders if such a thing is really logistically possible. Given how the Phantom Zone is generally portrayed, it would not be likely that you could discreetly empty it to an undisclosed location without anyopne noticing. Granted I'm not fully versed on all the Silver and Bronze Age portrayals of the Phantom Zone. I would presume this version isn't as horrific as the SMALLVILLE version.
