I barely started reading the summary and already your facts are wrong. There can't be two boys from the same district. It has to be one boy and one girl. That's just how it works. I can understand trying to make KATNISS seem heroic, but it would've been smarter to make Gale have a little sister. That way, Katniss could sympathize with Gale because she has a sister of her own. It'd be a much easier way of explaining her reason for volunteering in the place of Gale's sibling.
