Interesting start, by why would Saruman let Steve wander around? If he thought Steve was under his control then maybe, but this seems like something an incompetent villain did for the sake of the plot. I think if you put your mind to it, you could make this part more believable

Lots of warnings need to be applied to this fanfic. I think you know next to nothing about writing fanfics. For starters a MAJOR OOC alert and quite possibly a Mary Sue alert so people who don't like Mary Sue's won't click on this fic and people who don't mind it will find it easier.

This fanfic needs a lot of tlc.
