Not bad although for the pairing so far, I'll admit this is a bit bias on my part, but take out Rias she is really overused and to be honest her and Naruto personalities don't really mesh that well. Naruto is mostly a free spirit who thrives in adventure. Rias is from high class clan and is a bit controlling when it comes to those she deems her's. So yea I can't see Naruto dealing with someone telling him what to do or you shouldn't do this or that, unless it's Kushina. Cause let's face it dude is a momma's boy not that I can blame. While Kushina is overprotective and dotting mother if she were alive to raise him.
Akeno is not bad but that's mostly because the pairing grew on me after reading End Game Version R, which I recommend u read and take some inspiration from especially the pairing, she isn't that bad if Naruto play's his cards right.
Grayfia, to be honest leave her with Sirzechs she's pretty loyal and she doesn't seem like type to cheat on him.
Now the only one I can think that is possible is Yasaka as they bond over Kunou.

That Authors Note at the start, thats me in a sense. I don't mean to come across as a dick but sometimes I can't help but let my opinion go a little over the top.

I expect a lot when reading Fanfiction, I honestly don't know why. Probably because all of the good fics out there have spoiled me haha.

I can read OOC Naruto with different personalities, different appearances and all sorts of other things but the one thing that triggers me is when people don't have their characters actions make sense. Which is sadly very apparent in Fanfiction because most write nothing more than their own wish fullfilment.

It's sad, almost as sad as your opinion that Pein Arc Naruto would lose to Riser lol. Sorry, had to get that little dig in. Riser wouldn't even be able to touch him much less kill him, a broken healing factor does not equate to limitless Stamina either. Naruto could spam clones until Riser exhausts himself and God help Riser if Naruto goes Sage Mode. It's honestly no contest, people seem to forget that DxD doesn't have much in the way of Power Feats, much less Riser who really only has his Healing.

Naruto against Riser would definitely not end in the formers loss if we're going by canon material. Riser can regenerate yes but stamina wise he hasn't shown to excel really. Naruto on the other hand went from training furiously to fighting a war and experiencing exhaustion multiple times for at least a whole day before going off to fight for another whole day against Sasuke to the point where he finally ran out of chakra. Not to say Riser is weak, but he's definitely outmatched especially with how hard to hit Naruto is on a normal basis.

The biggest issue is power level because Naruto is kind of weak here, and you are right in not using Fairy Tale Dragon Slayer charts on power of Naruto.

The problem here is if Naruto can actually compete here without giving him massive power ups like Issei received in the canon.

Naruto will need all the help he can use especially dealing with those insanely powerful Sacred Gears, and the powerful magic types of Dxd.

The being Human in the story is a bothersome issue if you plan any pairings with any Female Dxd characters.

The majority of Females are non-Human who have a incredibly long lifespan especially from the Three Factions.

The relationships won’t work for a Human since they are forbidden to marry or have intimate relationships with Humans.

Humans in Dxd are considered a weak and fragile race unless they have a Sacred gear or carry legendary weapons or have actual training to take out certain factions.

I'd have to say that in his base state that Naruto is actually stronger than Riser but he WOULD definitely lose to him in a fight due to that ridiculous Phenix healing factor which is even more broken than Naruto's considering Riser could have his head taken off and it would regenerate without using much of his energy. Best Naruto could hope for was a draw but I doubt he can keep spamming enough rasengans to do anything to Riser since that's the only jutsu he knows outside the shadow clone and the substitution now if he knew some high level water jutsu he might be able to defeat Riser but I'm not sure as it's never honestly been shown how the Phenex clan deal with water lol. Also I think the chakra in DxD is the same but weaker than that of the Chakra in Naruto. What I mean by that is that it's more like a dilute version of ki from dragonball or something like that as it's mostly spiritual meaning it's best suited for the most part to things like small scale illusions so they can use the clone jutsu I believe an probably the substitution jutsu and probably a lot of the genjutsu Kurenai uses could be used but aside from that it's not really a combat oriented chakra they don't combine the mind and body the way they do in Naruto

hmm I'm a bit confused on the timeline and how exactly Naruto ended up in the DxD world. I know it's most likely before Kaguya made her appearance since Naruto seems to only have Kurama and not a piece of all the biju chakra in him and obviously since he's got two arms it's before the end of the series lol. As for Harem I'd rather see Kuroka be with Vali as there seems to be actual chemistry there lol. Aside from Irina I really don't see anyone who should definitely be added nor do I really care as long as it's not Ophis seeing as that's actually just a shape shifting Dragon with no actual gender seeing as he/she/it had once taken the form of an old man according to Azazel lol. Anyways if you could possibly send me a message explaining the timeline that would be greatly appreciated
