I liked this chapter though it clarifies a lot on the subject and makes good points about the viability of low level booties compared to psionics.

I think you forgot the Vorcha in your analysis, they had bionic and now there part zerg so they may develop psychic ability.

Hmm. Psi Storm (Kerrigan) and Psi Lash (Spectre) both have range exceeding the Marine rifle. Specters can permacloak too, though Terrazine is cheating hardcore.

I don't think Snipe/Ultrasonic Pulse are purely technological abilities as well, but I've written about biotic techniques that duplicate their effects.

Still, biotics are more consistently practical; you've nailed it on the head. The average Republican (DUAS now, I guess) Commando will beat the average Dominion ghost 9/10 times, and there are many billions of combat-worthy biotics and few millions of (non-Protoss) combat worthy Psionics, and not even the Umojans have figured out how to make Psi-operatives cheap in any way, whereas even a basic Asari Infantrywoman can do useful stuff for less cost than the standard Terran power armor kit.

Most Asari will be displeased if you compare them to the Zerg, however ; )
