Actually he can claim them both through Dorian Potter neè black their grandmother on their fathers side, it'll be easier to claim the one who's blood adopted but the one who's not, it might be harder but is if worth the fight really? Just kill Harry off at the dursleys or school or something and be conten with just playing with the OC she seems smarter, stronger and better than her brother anyways right?
