Guest if the author wanted to be accurate about him becoming a rider, Jaune and Ren should be the riders and Team RWBY, Nora, and Pyrrha should be shoved aside as just support if they wanted to be accurate. I mean, let's be real here, I think it's fine that Jaune isn't a rider specially with how the franchise handles female riders.

Jaune doesn't have the proper mindset to be a rider?...So if we look back at Kamen Rider Gaim's first five episodes, a few of the Kamen Rider Kiva episodes, and/or the first two episodes of Kamen Rider Drive we see the main character's personality (partly for Gaim, most of Kiva, a little in Drive) has shown that the character did not have the mindset to become/be a rider until later/something happens.
This also goes for Haruka Mizusawa(Kamen Rider Amazon Omega for Kamen Rider Amazons{seriously look up this show it's good}), who once had no idea what he fighting for at first and has some trouble controlling his Amazon instincts when fighting.

So I think what you said about Jaune not having a proper mindset to be rider is slightly true but a little bullcrap as well. If anything Jaune just needs some sort of...incentive for him to be in the "mindset" of a rider that you speak of...just take a look at the first episode of Kamen Rider Drive: Shinnosuke Tomari said he wasn't going to stand a watch a guy get killed by a monster/Roidmude like how he got his former partner injured*hint*. So yeah Jaune being a rider...uh yeah um no offense but it's pretty f***'in possible.
