I work IT amd follow certain circles. Sounds like you got hit by WannaCry, a very specific piece of Ransomware, or by one of the other specific variants. Trust me, if its encrypted the you're screwed. If the program was allowed free reign when it was downloaded with whatever you were looking at online and was run with admin privileges and no antivirus was running (or gave a warning and was subsequently ignored), it's all over. Burn the drive, replace it, get a new OS installed. And when you get the new one set up, think about utilizing virtualization software and run a virtual machine to on sketchy places; there are many YouTube tutorials on that.
Take it from an IT professional that's seen people get scammed by 419 Indian Tech Support scammers (my own grandma included) to getting malware and ransomware installed on machines that process credit card data (which violates PCI compliance in the US), it sucks when you get suckered by these guys. The best you can do is start over on the machine affected and take precautionary measures to ensure that its excessively difficult for it to happen again. Best of luck.
