and why didint minato put the other half of the kyuubi into Kenta?

Not all the torture victims will or are guilty, they just have intel the Village wants. I think its an issue Kenta needs to address as he develops, since much of his self-righteousness and acceptance of torture stems from the victim having been evil. What happens when he needs to interrogate a young enemy Chunin, or a civilian spouse to an important merchant/politician? Outside of war, when ordered to torture an innocent, what will his reasoning be? Because he will most assuredly be told to in his line of work and his introduction to T&I.
