If I may make a suggestion, how about a possible time skip? A few other stories that have Zuko growing up in the south pole have done something similar. Get the new status quo set up, establish the start of the new relationship dynamics then jump a few years ahead to get the ball rolling. If something needs to be better explained later on that happened in that time flashbacks can be a useful tool.
