I wonder if you could call Shirou's semblance the "Ultimate Sembalnce"?
As the Mistral Tournament is approaching, Pyrrha will obviously participate, prompting Shirou to participate, which because od their rivalry, Shirou will not hold back, creating a battle of strong semblances, composing of Pyrrha's Magnetism countering Shirou's UBW.
But UBW records every 'weapon' Shirou 'lays his eyes on', including conceptual weapon, including Gae Bolg, which is quite an OP weapon on its own, as I don't think many people, faunus, or grimm would survive an encounter with said weapon.

So it seems Shirou Emiya's memories are locked away by himself to protect his reincarnation's innocence/mind or something ? Interesting, better than other reincarnation stories.
Also, Varunastra seems a bit overkill, and unless this Shirou was somehow in a Grail War with Karna/Arjuna/Anyone who'd have it as an NP, I doubt he'd realistically have it. As well, I don't know about Varunastra much, but if in mythology it was made by gods Shirou probably can't replicate it without consequences. Shirou can make any bladed weapon with an absurdly low cost but when the weapon wasn't made by humans, the fourth step "Imitating the skill of it's making" becomes harder, exponentially making it harder to project the weapon. The third step "Duplicating the composition material" tends to be mostly fine, but in extreme cases like Excalibur (it's materials are Victory itself). If the weapon was used/kept by non-humans for a very long time, the 5th step "Sympathizing with the experience of it's growth" gets also harder.
A good example of how this works is Excalibur : Shirou can't project it, but he can project Excalibur Image, which is "Excalibur if it was made for Saber, wielded by her " and that's it; instead of "The sword of the Planet made out of the idea of Victory itself by Fairies, used to destroy the White Titan, kept by Fairies for thousands of years and only used by Saber for a very small amount of time". Even still, that Image was enough to purify the Grail, and still cost Shirou his life.

Also, the cost of the activation of Divine Constructs is generally pretty ridiculous. Most of what I said is nothing compared to it. Even if Shirou could project something like Excalibur without penalty, using it would still kill him, which is why EMIYA(Archer) uses NPs that are very efficient like Caladbolg or Hrunting.

Of course, what most people tend to forget is that Shirou would still be really OP without them needing to make up NPs since his ability still works with Non-NP Mystic Codes. In this case for example he could've maybe used a weapon that made water (which would still be inefficient, which as we all know is the nightmare of Magi and engineers everywhere) or something that manipulated heat, maybe dispersing heat directly (which is much more efficient, cut out the middle man; and also a thing people are researching IRL).
Now how could he have a weapon of this kind in his arsenal ? There are several ways that could happen :
_ Realising that his wandering/heroing might sometimes need to deal with fire, he made/asked Rin to make him(second one less likely if the previous Emiya in this was EMIYA(Archer)) this heat dispersing weapon (Rin making it would make the most sense since Shirou has no affinity to water or fire). If Shirou is the one that made it it could have no elemental affinity but rather Shirou reinforces blade's heat conductivity then possibly evacuates the heated blade somwhere
_ Maybe a rogue Magus was recklessly endangering a town (Flooding or fucking with the weather with heat manipulation)
The first one makes the most sense but might be a bit of a plothole if Rin made it and Shirou doesn't come from UBW. The second one might be a bit TOO convenient.

P.S. : I think Gilgamesh used an ice sword at some point in Fate or UBW so Shirou might've seen that one

P.P.P.S. : Also, if this is in some way related to Prisma Illya disregard everything I said, because the author of Prisma Illya is a lazy fuck that doesn't want to understand the deep and intricate magic system of Type-Moon (Also probably because magical girls would be hard as hell to fit in the Type-Moon Universe)

Well it seems interesting but if Shirou goes beacon he is probably going to need his own team filled with OCs unless you plan on changing the main characters stories or removing them. Then there's the question of how he will get in in the same year as pyrrha. Twins could work but it might be better if he goes around doing good deeds and one of them like when Ruby stopped the robbery caught Ozpin's eyes. Unless you plan to make him Pyrra's older brother of course but the he will still need OCs for his team. Or you could have a few years age gap between pyrra and Shirou and have Shirou be a graduated huntsman who works part time as a teacher's assistant.

Oh, one thing though. It seems you started thinking about Hero Academia near the end. You mentioned his ability being a quirk. Might want to go back and correct that.

Love this...I can't wait to see the impact shirou has on the world...for example if he goes to beacon the same time as pyrrah she won't be as lonely as in canon so she probably won't be as attached to Jaune until she learns more about him realising he shares the same dream as her brother so she may not use her spear and force them to be partners meaning his aura may not be unlocked...ruby would probably be really close to him since they share many similarities such as wanting to be a hero and their love of weapons...tbh ruby might just overload from seeing his semblance...he might train Jaune seeing as how he might see a lot of himself in him when he just started out seeing as how shirou was weak before he mastered trace etc. will other mages be there? Maybe another grail war and will shirou keep his legendary signature denseness and have many girls falling for him but not realizing...also seeing as he wants to be a hero he could save anyone and completely change canon...for example he could see a white fang rally and meet Blake early and change her world view earlier than in canon or people like Neo or even cinder maybe...or stop an assassination attempt on Weiss etc. if shirou regains his memory soon and that of archer so much could change and I'm really excited to see how you change canon and how your story unfolds
