I like the idea. For your idea, I would suggest using CC, since it even fits to a degree with her canon quirk (but with a field effect instead).

I like the idea keep it up. As for a pairing I would suggest Momo Yaoyorozu due to them being able to hold a intellectual conversation and I think they would both find this attractive as geniuses used to regular people. Unless your including more code geass characters then I have to say C.C. As for a motive he would seek to change the system if only for the fact they killed Nunnally while it is true revenge might be petty lelouch would do anything for Nunnally. You can even write about him acknowledging it as petty and not caring due to his wrath or find it amusing. He could also fix how hero’s are paid because popularity is too big of a factor in a hero’s pay and leads to more corruption.

Off the top off my head, the biggest problem I can think of is that in that world, law breakers are automatically labeled as Villians. Granted small timers often needed to make repeated offenses for the word villian to go on the permanent records. Still, this means people who commit crimes of nescecity (real legal term by the way) get the the same 'Villian' label as murderers and people who end up causing tremendously large amount of property damage.

You could also cover how strictly society regulates quircks, possibly further tying it to how people are being label Villians too easily. Especially if you make it so there are some bad neighborhoods where regular law enforcement is so overzelous about enforcing quirk restriction and regulation laws. You could also make it so that there's growing research that people feels a growing pscological need to use their quirks, and it's problamatic for people who can't manage to find a private area, or way to use their quirks in a private setting. Basically make public quirk restrictions like the USA's failed war on drugs, sounds like it has good intentions, but ultimately negatively effects certain communities and ends up sentencing people with non-violent offenses away to prison for periods of time that many argue are way to long. Actually makes sense when the cannon reason all quirks are restricted is because it's easier than creating laws for the different ways quirks could be used. That means that it's possible for an average citizen to use their quirks in a way that was unamiously agreed to have been ethical, but would still be considered illegal all because they didn't have a license. You could make it a point of your story that they don't have strong enough good summeritain laws in regards to quirk usage. Corrupt government officials would also help vindicate Lelouch fight against the system.

Here’s one; superheroes make everything better, except when they don’t. Because society revolves around supers, it makes it too easy to turn a blind eye to the social issues that still exist and when something heinous happens, they pretend that it didn’t happen or that it was never discussed. Lelouch could be the ultimate example of those who were not saved by the heroes who swore to save them.
