I really think you should just have it be two victors being crowned with no restrictions, because otherwise it'll be really painfully obvious that the rules were put in place so that Katniss and Cato could win.

[Caesar leaned towards them, "I know normally we let ladies go first, but I'm just so excited to hear your takeaway on the games."]

Speech tags are stuff like 'said', 'asked', 'replied', etc. If something isn't a speech tag, it's treated as a separate sentence. This means that you end the dialogue with a period, because it's the end of that sentence.
