I hope Harry has arranged ahead of time to have all the misused funds reclaimed from both Dumbledore and The Dursleys. and makes sure that They never get another cent from the Potter Family Vaults. But if they insist that Harry remain with the Dursleys and they receive money for Harry's care then they have to submit monthly reports with receipts showing how that money is used and that the money must be kept in a separate account from the rest of their funds. And say the Goblin have a Mundane Bank connected to Gringotts that would allow them to tag all fund showing where it goes so that the Dursleys have no choice but to spend the money on Harry. I would also have the Goblins check to make sure Number 4 Privet Drive's true ownership by Having a Property Dead. Plus I would also make sure about the Ownership of Grunnings as Well. Because I remember some AU Stories where The Potter's owned number 4 and Grunnings. And as a result they were basicly stealing and violating any agreements that were made to be allowed to live in the house and to Work at Grunnings. Such as Vernon stealing money from the Company threw Embezzlement. So put things in simple terms The Stipend account should be a Custodial account Requiring regular Monthly reports. An Audit if you will. Plus When it Came to Harry's Care Regular Visits from A Social Worker From Child Protective Services to help prevent all the Abuse. And Since Harry Is a magical. The Social Worker can be a Squib or Half-Blood or Muggleborn. Even show where that worker send regular Reports to the Queen and Madam Amelia Bones of the DMLE. So the Minute Harry is threatened when it comes to his health and Safety Amelia along with mundane Police can deal with the Dursleys. Heck I would have Severus work with Poppy Pomfrey When it comes to monitoring Harry's Health and helping to undo all the damage done to Harry with the Malnutrition and his stunted growth and anything else that isn't visable. Plus I feel their are to many authors who are totally ignorant when it comes to The British Health System and 5he Excuses the Dursleys use is utter bullshit. Because it is basicly a National Single Payer system even though they may have a small co-pay situations that is were I would have The Doctors submit The Bills to the Goblins to be paid. Because we know the Dursleys would never pay.

Albus is a real screwball and a daft moron. In fact I can picture my Grandparents and Great Grandparents give that old goat and earful for what he did to Harry such as placing him in an abusive and neglectful relatives along with stealing from Harry.
