I think it's rather unfair to expect Jirou to know that she could have disrupted the hurricane for several reasons:
1) Aizawa says that he used Present Mic to simulate a similar effect. This implies that Present Mic could do the same thing, but up until that experiment, didn't know he could do it (because if he knew he could do it, they wouldn't have needed to bother with the experiment). If an experienced pro like Present Mic wasn't aware of that capability, why would Jirou, a student, know?
2) Even if Jirou knew she could disrupt sound waves with her Quirk, there's a difference between disrupting ordinary breezes and disrupting a hurricane.
3) Even if Jirou knew she could disrupt sound waves, it's probably a bad idea to try something like that for the first time in a dangerous environment. What if it had side effects she didn't anticipate, like shaking apart nearby buildings?
4) If Jirou really could disrupt air or water currents with her Quirk, she'd probably have noticed that by now. It seems like her Quirk really isn't strong enough for something like that yet.

Also, the test with Mirio seems kind of ridiculous. If a civilian has some kind of involuntary Quirk that makes them undetectable, then they're going to stay undetectable until after the hurricane is over. If they can turn it off, they're going to try to turn it off so they can be found. A scenario where a civilian deliberately keeps their Quirk on to prevent discovery until it's almost (but not quite) too late requires them to deliberately endanger themselves and the heroes.

if you do end up putting more MCU characters in here remember, the time stone was involved in the snap. if people were sent to other universes, there is no reason that they wouldn't be scattered in time as well as space.

i think itd be cool to see more of parker's tech minded genius. In some marvel versions he becomes the next iron man with parker industries
