Good so far, I’d like to give a suggestion, if you would listen, have issei display his chronokinetic powers against raynare, have him promoted, if you turn him in to a devil, to king early on so he can get started on his dream, and ,finally, my last suggestion is only pair him with noble, royal, and likable characters as he is going to become king if you don’t listen then all I have to say is good luck and be yourself

Could be nice overall, i just hope things will change a lot and for singular pairings(or an harem of five people at most. No offence, but massharem dropped the balls), since best DxD fics focus on them. See you soon.

I actually sort of still have the same idea but with Issei still a pervert not someone that's sorta normal.
I'm not sure if you are gonna make him a devil or not to be honest.
While I do see some that find it very boring to continue the same route over and over again since it's frankly quite overuse as for the most part it's basically copy and paste in a way. You can do a twist on it.
Whether Issei stays human or not is all up to you. Since I really want to see Zi-O verse Sairaorg. But that would of course have to make him turn into a devil but you don't have to turn him into a devil that early. Maybe during the Excalibur Arc?
I see that you let Issei and Woz interact together but... If he were to really be come Oma Zi-O doesn't Issei need to follow that ordeal that Sougo went through? Since he would need to display that Time abilities.
Since you are somewhat following the Kamen Rider's storyline by combining it with DxD's storyline how will you put them together?

It would be better if Issei stays human. It would be stupid if he becomes a pawn but still wants to be a king. Having seen a lot of fanfics where Raynare disguises herself as Yuuma Amano, kills Issei, Rias showing up out of the blue to "save" him by turning him into her slave. It gets extremely old.
