The difference in Dumbledore and Gandalf is that, while with Gandalf his enemy is in the open and only the most powerful can use mind magic. While on Dumbledore's part, rather than the people playing the game on his term, it is more that the magic of his world meant anyone can be the traitor, what with Veritaserum and Legilimency as well as the Imperius Curse , things that in Gandalf's world does not exist.

Imagine being in Dumbledore's shoes, information is power and with spies that didn't even know they are spies can easily make use of the information against him, being secretive is the only way he could end the war in their favour. To leave his enemies blind, he must first blind his allies. In this way, Dumbledore is wise in the art of war.

Gandalf is more direct only because people cannot be controlled by anything other than their honour, desire and loyalty. So to his allies, he can be as open as the sky and he will have little chance of betrayal. This is why Saruman's betrayal came as a shock. Gandalf is not a leader or a general, he is an advisor. That is his sole role. Dumbledore is a leader and a general, deception is key in politics and warfare.
