Why do I smell a Chaos Incursion soon?

I would recommend having another warpstorm or the Emperor himself send in reinforcements(more Adeptus Mechanicus Magos) & material to the Cadians to begin recruitment, and training for the Cadian 'Auxiliary' Force and the production of autoguns & vehicles, maybe experiment the Ragnite ore to produce a new form of energy weapons or ammunition for the autoguns.

The Imperial can be strangely advanced and tolerance in these weird part...
They have no real discrimination so long as you are not "mutant" (look up warhammer art works on mutants and 'ugh, my eyes, argh!'), xeno, Chaos cultists, you are treated the same as everyone else (depending on whether it was an imperial paradise world or shithole world that said equal treatment is good or bad). You only have to watch out for a chapter or two of over zealous Spacemarines where even strange eye or hair color is enough for Purge.
So yes, even anime cat-girls or fox-girls would made it pass the line of 'considered human', barely, but they do.

And The Local religion, as long as it can mesh with the Imperial Truth (whether mess well or not will require the skillful handling of the asigned Ecclesiarchy members) are tolerated and leave alone (for the most part). Though, Yygdish is likely to go the way of Dodo if the Imperium have anything to say about it, especially since it promotes discrimination of fellow human.

Regarding the planet own governance...For the most part, it's as long as the tithe keep coming, no self-proclaimed Emperor, and no Chaos shenanigans and you at least paying lip service to the Emperor, do whatever the hell you want.
