It’s worth mentioning that Bobby B’s offer was three intermarriages, not just the one. Robb would have eventually been betrothed to Myrcella and Tommen to Arya. In this AU where Ned is already dead, I can imagine he would’ve been more open about his intentions and offered all three at once.

One thing that I will say is that Jon Arryn would probably release the Blackfish from his service so he could take up service with Catelyn and Robb who are much more in need of his services than he is. I also am a little curious at the fact that Robb isn’t being fostered elsewhere like with the Karstarks, Jon Arryn or Stannis.

Robb is the undisputed Lord of Winterfell. Robb’s claim to Winterfell wouldn’t be disputed by any hypothetical children Catelyn has with another man. Perhaps his claim to Riverrun if Edmure should die without issue, but absolutely not Winterfell.
Plus, marrying say for example, Roose Bolton, or one of Lord Ryswell’s sons of Ser Wendel Manderly would be good ways to make sure Robb’s hold on the North is more secure.

As for Deanarys I'm surprised she didn't summon him to her as she is a Queen, but I guess if she had a sense that she might have another Valyrian whom might take a dragon from her... yes this would be a blow to her position as the dragon queen if she were to lose a dragon to the North. Not in war but having a dragon taken from her because it found a rider that is beyond her control.
