If your still taking votes on characters I'd recommend Tenten due to her all weapons mastery could be very interesting to the story (and she needs more love).
For the second vote, I'm tied between Temari, for the romantic drama, and Shino, because he defiantly needs more love and would probably be depressed if he was left out.
If a deceased villain were to come back, I'd vote for Kimimaro. He's strength should be comparable to Jonin's strength if he doesn't have his sickness. For more information, I'd look for Swagkage & SeththeProgrammer's video on him. They're a-holes, but semi-correct a-holes.

For villians, my mind first jumped to Itachi or Deidara. This is because they were both relatively young when they died, and if they have such opposite energies. As far as I know, none of the characters present are aware of the truth of Itachi's situation, so it would be fun for misunderstandings and shenanigans to ensue while they try to figure out his motive. Deidara's chaotic energy fit's well with the DC villians and especially the batman ones. He obviously wouldn't join the justice league out of necessity like the other's so far since the yet would try to inhibit his art, and Deidara is above all else, an artist. If they were to temporarily team up for whatever reason, it would give us some hilarious dialogue as they undoubtedly go back and forth, and the potential team move when combining explosives with illusions are endless.
