Have Minato tried to claim Naruto. Naruto goes to Danzo & asked him to help kill the Fire Daimyo so he can be Daimyo. Naruto promise Danzo he’ll be the next Hokage Only if he was the Daimyo.

How about Naruto emulates Kozuki Oden from One Piece. Naruto left the village, gets stronger during travels, attracts many admirers who joins him, arrives at a ruthless, lawless region filled with thieves and killers, defeat its strongest criminal leader, reforms and taught everyone to farm, build and make better of themselves, brings prosperity and peace to the once lawless region. The fuedal lord learns of Naruto's accomplishments and in gratitude gave him the deed to the land and make him its Daimyo/Shogun.
